No. 18483 8/14/14 lem RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY MANAGER TO SECURE PROFESSIONAL ENGINEERING SERVICES FOR THE PERFORMANCE OF A FEASIBILITY STUDY TO DETERMINE THE POSSIBILITY OF ABANDONING THE EXISTING VISTA VILLAGE PUMP STATION AND DITCHES AND CONNECTING THE INTERNAL DRAINAGE SYSTEM INTO JEFFERSON COUNTY DRAINAGE DISTRICT NO. 7'S EL VISTA PUMP STATION SYSTEM AND DETENTION POND, THE STUDY TO BE FUNDED BY AVAILABLE GENERAL OBLIGATION BONDS SET ASIDE FOR DRAINAGE PROJECTS IN THE CITY (REQUESTED BY COUNCILMEMBERS LEWIS AND MOSELY). WHEREAS, the Vista Village Pump Station is one of five small drainage pump stations still operated by the City, and the Vista Village Addition is surrounded by levees and has been subject to numerous flooding events in the past; and, WHEREAS, in the past the City has looked at a number of options to alleviate the flooding by elimination of the Vista Village Pump Station and ditches and gravity- flow the internal drainage to Jefferson County Drainage District No. 7's El Vista Pump Station drainage system detention pond, but a firm plan was never developed due to costs associated with the various options, and the lack of sufficient capacity of the El Vista Pump Station at the time; and, WHEREAS, the City Council of the City of Port Arthur desires to move forward on a feasibility study, based on the City's past efforts, to determine the possibility of diverting the Vista Village drainage system to the El Vista Pump Station. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: P.R. No. 18483 8/14/141em Page 2 of 3 THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to secure professional engineering services for the performance of a feasibility study to determine the possibility of abandoning the Vista Village Pump Station and ditches and connecting the internal drainage system in the Jefferson County Drainage District No. 7's El Vista Pump Station drainage system and detention pond; and, THAT, the proposed services would be funded by General Obligation Bonds set aside for drainage projects in the City; and, THAT, the City Manager is to bring the proposed professional engineering services contract for this study back to the City Council for specific approval and funding.
