We are currently advertising for bids form private trash collectors to supplement our pickup. Bid opening is May 2, 2007. The next Council meeting after May 2 is May 8. One item on the agenda is to authorize the City Manager to enter into contracts with trash haulers on a cubic yard basis to not exceed $10 per cubic yard for collection. If we receive bids under $10 per cubic yard this would allow collections to begin approximately one week earlier. A second item on your agenda is to authorize the City Manager to enter into a contract or contracts not exceeding 10 days for a total not to exceed $25,000. This would allow us to begin contracting as early as Tuesday afternoon. We will have quotes for the Councill meeting. One contractor, DTS, provided contractual services to us after the hurricane at $8.50 per cubic yard and was able to collect as much as 10,000 cubic yards per month. This company has indicated to us that they would be willing to work for us again. Another company has also expressed interest. Council passage of both these resolutions would allow immediate and continuous use of private contractors if bids come in within guidelines. Another resolution on the agenda is to award ~ bid for a 30 cubic yard trash truck from HGAC through Rush Trucks at a cost of $103,038. Tf approval by Council, we expect delivery of that trash truck within three weeks. Delivery of this truck will be an additional trash truck in service which would be of substantial help to us. Also on the agenda is an item to authorize the purchase of a 40 cubic yard trash truck for $175,625 from HGAC through Rush Trucks. Delivery time on this truck is expected to be four to six months. Regarding garbage collection, in late 2006 the Council authorized purchase of two 30 cubic yard automated garbage collection units at a cost of $473,733 and a 40 cubic yard commercial front loading collection unit at a cost of $216,784. Delivery date on these three trucks was scheduled for April 10, 2007. We have been told by the manufacturer that all three trucks will be here by April 30. Particularly the two new residential garbage trucks should significantly improve our ability to meet garbage collection schedules. Attached is an April 10, 2007 memo form .lohn Comeaux indicating that even though we are picking up 70% more trash than we were the year before, we are falling short of keeping up. Also, please see attached memo of March 13, 2007 from _lohn Comeaux in reference to debris pickup. We continue to have trash volumes more that twice the pre-hurricane levels. As has been discussed, building materials continue to be heavy. I believe that with a new trash truck and with private contractors hopefully picking up 10,000 cubic yards or more per month, that within two months or so we should be able to set and adhere to a scheduled trash collection rather that sweeping the city as we are doing now. Comeaux, P.E., Director of Public Works April 10, 2006 Trash Collection COMMENTS By March 1, 2006, the Corps; of Engineers completed its mission in Port Arthur. Since that date, City crews have picked up and deposited 25,000 cubic yards of trash in the City landfill. This is a 70% increase over the same period last year. We are currently on a six (6) day per week, ten (10) hour per day schedule. This has increased our work hours from a 40 hour per week schedule to a 60 hour per week schedule. We are also using additional crews and equipment consisting of dump trucks and a Gradall. This has added to our ability to pick up extra trash. Even though we are picking up 70% more trash, we are falling considerably short of being able to keep up with the tremendous increase in the volume of trash being generated by citizens. As an example it took three (3) weeks to complete one pass of Area Two (East of 9th Avenue) when we are usually able to do this in one (1) week. The amount of trash picked up each week is, on average, almost twice the usual volume, and it is taking two to three times as long to make a sweep of the City.. This indicates that the amount of trash being generated is four to five times the normal volume. Also, it appears that many individuals have not settled with insurance companies and much cleanup remains to be done. Comeaux, P.E., Director of Public Works DATE: March 13, 2007 5UB,TECT: Hurricane RJta Landfill Debris Disposal As discussed, attached are spreadsheets showing totals for debris collected by City Crews as well as contractor crews during the period of ,Tanuary 3, 2006 through November 30, 2006. The total collected land deposited in the City of Port Arthur's Landfill during the period was 265,548 cubic yards. Also attached is the Certification of Completion provided by the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRC$). The contractor (DT$ Hauling) deposited 16,479 cubic yards during the April 20, 2006 through May 18, 2006 period. At that time, DT$ was under contract exclusively with the City of Port Arthur and was paid from City funds. From May 19, 2006 through November 29, 2006, DT$ was paid through funding provided by the USDA - NRC5. The amount of debris collected during that period was 70,§62 cubic yords. April 20, 2007 City Crews collected Hurricane Rita debris from ,Tanuory 3, 2006 ,hrough the USDA closing date of November 30, 2006. During that ,imeframe 178,507 cubic yards were deposi,ed in the City Landfill. Please note that the initial trash collection activities after the hurricane were conducted by contractors hired by ,Tefferson County. After approximately 31 days the responsibility for debris collection was shifted to the Corps of Engineers. Ail debris collected by the Corps was deposited in the 8F]: Landfill.
