ORDINANCE NO.
AN ORDINANCE AUTHORIZING THE RETIREMENT OF
POLICE CANINE "NITRO" AND TRANSFERRING CANINE TO
THE PERSONAL CARE OF OFFICER LAKEISHA THOMAS
WHEREAS, the Port Arthur Police Department has a male Labrador Retriever
drug detection canine known as Nitro that has been in service for the past four years, and
has been assigned to Canine Handler, Officer Lakeisha Thomas; and
WHEREAS, Nitro has been very successful through the years at detecting and
finding drugs; and
WHEREAS, because of a debilitating condition diagnosed as hip dysplasia,
Nitro is no longer capable of performing the duties of a Police Canine and should be
retired from service with the Police Department; and
WHEREAS, Officer Thomas has agreed to take possession and ownership of
Nitro and assume all future expenses and liability responsibility involved in his care and
maintenance; and
WHEREAS, it is deemed in the best interest of the City to approve the retirement
and transfer of Nitro to Officer Thomas to personally care for and assume all
responsibility and future care and cost of his care:
NOW THEREFORE, BT IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR, TEXAS:
Sectionl. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council herein approves the retirement and transfer
of Nitro to Port Arthur Police Office Lakeisha Thomas, who agrees to assume future
responsibility, ownership, cost and care of the canine.
Section 3. That Police Officer Lakeisha Thomas shall sign this Ordinance
agreeing to the terms herein.
Section 4. That a copy of the caption of this Ordinance be spread upon the
Minutes of the City Council.
READ, ADOPTED AND APPROVED on this day of September, 2014, at
a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following
