HomeMy WebLinkAbout07/14/2014 SPECIAL MEETING SPECIAL MEETING — July 14, 2014 I. INVOCATION, PLEDGE & ROLL CALL Mayor Pro Tem Williamson gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Monday, July 14, 2014 at 4:11 p.m. in the City Council Chambers, City Hall, with the following members present: Mayor Debris "Bobbie" Prince; Councilmembers Raymond Scott, Jr., Tiffany Hamilton, Morris Albright, III., Robert E. ' Bob" Williamson and Kaprina Frank; Interim City Manager John A. Comeaux, P.E., City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Mayor Pro Tern Derrick Freeman joined the Special Meeting at 4:18 p.m. Councilmember Willie "Bae" Lewis joined the Special Meeting at 4:23 p.m. Councilmember Stephen A. Mosely was absent from the Special Meeting. II. *CLOSED MEETING (EXECUTIVE SESSION) Closed Meeting: (1) Section 551.087 Government Code — To Discuss Incentives For Commercial, Residential, And/Or Industrial Business Prospects (ZeoGas LLC) The City Council recessed their meeting at 4:13 p.m. to meet in Executive Session to consider the above-mentioned topics, and reconvened their meeting at 6:00 p.m. with the following members present: Mayor Prince; Mayor Pro Tern Freeman; Councilmembers Scott, Hamilton, Albright, Lewis, Williamson and Frank; Interim City Manager Comeaux; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Blanton. III. PUBLIC HEARING — 6:00 P.M. To Discuss A Potential Tax Abatement Agreement With ZeoGas, LLC The Mayor introduced the above-mentioned Public Hearing at 6:01 p.m. The Mayor requested to hear from anyone present in the audience who wished to speak regarding the above-mentioned Tax Abatement. ITEM REQUIRING INDIVIDUAL ACTION A. Resolutions (1) P.R. No. 18375 — A Resolution Accepting A Concept Proposed By ZeoGas, LLC, For A Potential Tax Abatement Agreement (Requested By Councilmember Lewis) The Mayor introduced the above-mentioned Proposed Resolution. The motion was made by Councilmember Albright and seconded by Councilmember Lewis to remove Proposed Resolution No. 18375 from the agenda. The following motion was taken on the motion to remove Proposed Resolution No. 18375 from the agenda: Councilmember Albright "Yes" Councilmember Frank "Yes" Mayor Pro Tem Freeman "Yes" Councilmember Hamilton "Yes" Councilmember Lewis "Yes" Councilmember Scott "Yes" Councilmember Williamson "Yes" Mayor Prince "Yes" Proposed Resolution No. 18375 was removed from the agenda. B. Ordinances — None III. ADJOURNMENT Upon the motion by Councilmember Williamson, seconded by Mayor Pro Tem Freeman and carried unanimously, the City Council adjourned their Special Meeting at 8:33 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
