HomeMy WebLinkAbout07/21/2014 SPECIAL MEETING SPECIAL MEETING —July 21, 2014 I. INVOCATION, PLEDGE & ROLL CALL Mayor Pro Tern Freeman gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Monday, July 21, 2014 at 4:05 p.m. in the City Council Chambers, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tern Derrick Freeman; Councilmembers Raymond Scott, Jr., Willie "Bae" Lewis, Jr., Robert E. "Bob" Williamson and Kaprina Frank; Interim City Manager John A. Comeaux, P.E., City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Councilmember Morris Albright, III. joined the Special Meeting at 4:13 p.m. Councilmember Tiffany Hamilton joined the Special Meeting at 4:18 p.m. Councilmember Stephen A. Mosely was absent from the Special Meeting II. *CLOSED MEETING (EXECUTIVE SESSION) Closed Meeting: (1) Section 551.072 Government Code — To Discuss The Value Of The Land In The City's Extraterritorial Jurisdiction (ETJ) (Orange County) The City Council recessed their meeting at 4:07 p.m. to meet in Executive Session to consider the above-mentioned topics, and reconvened their meeting at 5:16 p.m. with the following members present: Mayor Prince; Mayor Pro Tern Freeman, Councilmembers Scott, Hamilton, Albright, Lewis, Williamson and Frank; Interim City Manager Comeaux; Assistant City Secretary Moore; City Attorney Tizeno and Sergeant At Arms Chief Blanton. III. PRESENTATION REPORT AND UPDATE ON CITY MANAGER SEARCH Strategic Government Resources Vice President Mike Tanner appeared before the City Council to give the above-mentioned presentation. IV. ITEMS REQUIRING INDIVIDUAL ACTION P.R. No. 18419 — A Resolution Approving The Search Firm Profile As It Pertains The City Manager Position The Mayor introduced the above-mentioned Proposed Resolution. The motion was made by Councilmember Williamson and seconded by Mayor Pro Tern Freeman that Proposed Resolution No. 18419 be amended as follows: Under the Education and Experience section the last two sentences shall read as follows: Ten years or more experience in municipal government and 5 years serving as department head level or higher is required. Experience as a City Manager, Assistant City Manager, or functionally equivalent position in a full service city is preferred. The following roll call vote was taken on the motion to amend Proposed Resolution No. 18419: Councilmember Albright "No" Councilmember Frank "Yes" Mayor Pro Tem Freeman "Yes" Councilmember Hamilton "No" Councilmember Lewis "Yes" Councilmember Scott "No" Councilmember Williamson "Yes" Mayor Prince "Yes" The motion was made by Mayor Pro Tern Freeman and seconded by Councilmember Frank that Proposed Resolution No. 18419 be adopted as amended. The following roll call vote was taken on the motion to adopt the Consent Agenda: Councilmember Albright "No" Councilmember Frank "Yes" Mayor Pro Tem Freeman "Yes" Councilmember Hamilton "No" Councilmember Lewis "Yes" Councilmember Scott "No" Councilmember Williamson "Yes" Mayor Prince "Yes" Proposed Resolution No. 18419 was adopted, as amended, becoming Resolution No. 14-306. The caption of Resolution No. 14-306 reads as follows: RESOLUTION NO. 14-306 A RESOLUTION APPROVING THE SEARCH FIRM PROFILE AS IT PERTAINS THE CITY MANAGER POSITION V. ADJOURNMENT Upon the motion by Mayor Pro Tern Freeman, seconded by Councilmember Frank and carried unanimously, the City Council adjourned their Special Meeting at 6:03 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
