The City Council of the City of Port Arthur met in Special Session on Wednesday, May 21, 2014 at 10:05 a.m. in the City Council Chambers, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Councilmembers Raymond Scott, Jr., Elizabeth "Liz" Segler, Willie "Bae" Lewis, Jr., Derrick Freeman and Kerry "Twin" Thomas; Interim City Manager John A. Comeaux, P.E., City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Mayor Pro Tern Robert E. "Bob" Williamson was absent from the Special Meeting. Councilmember Morris Albright, III. was absent from the Special Meeting. II. ITEMS REQUIRING INDIVIDUAL ACTION A. Ordinances (1) P.O. 6384 — An Ordinance Canvassing The Returns And Declaring The Results Of A General Election/Joint Held May 10, 2014 For The Purpose Of Electing Councilmembers For Districts 1, 2, 3, And 4, Positions 7 And 8, As Well As Providing For A Joint Election With The Port Arthur Independent School District And Ordering A Runoff On June 28, 2014, For The Purpose Of Electing A Councilmember For District 2. Providing For The Publication Of The Election Order UNA ORDENANZA DEMOSTRANDO LAS DEVOLUCIONES Y DECLARANDO LOS RESULTADOS DE UNA ELECCION GENERAL / CONJUNTA CELEBRADA EL 10 DE MAYO 2014 CON EL PROPUSITO DE ELEGIR MIEMBROS DEL CONSEJO DE DISTRITOS 1, 2, 3 Y 4, Y POSICIONES 7 Y 8. The motion was made by Councilmember Freeman and seconded by Councilmember Lewis that Proposed Ordinance No. 6384 be adopted. The following roll call vote was taken on the motion to adopt Proposed Ordinance No. 6384: Councilmember Freeman "Yes" Councilmember Lewis "Yes" Councilmember Scott "Yes" Councilmember Segler "Yes" Councilmember Thomas "Yes" Mayor Prince "Yes" Proposed Ordinance No. 6384 was adopted becoming Ordinance No. 14-19. The motion was made by Councilmember Thomas and seconded by Councilmember Freeman that Proposed Resolution No. 18332 be adopted. The following roll call vote was taken on the motion to adopt Proposed Resolution No. 18332: Councilmember Freeman "Yes" Councilmember Lewis "Yes" Councilmember Scott "Yes" Councilmember Segler "Yes" Councilmember Thomas "Yes" Mayor Prince "Yes" Proposed Resolution No. 18332 was adopted becoming Resolution No. 14-231. No. 18338 — A Resolution Documenting That Pursuant To The Amendment Of Section 9 Of Article II Of The City Charter Approved At The May 2, 1992 City Election In The City Of Port Arthur, Texas, The Position 7 Councilmember Shall Serve As Mayor Pro Tem And Shall Act As Mayor During The Absence Or Disability Of The Mayor And Shall Serve As Mayor Pro Tem Until The Next Regular Election Of Councilmembers The Mayor introduced the above-mentioned Proposed Resolution. The motion was made by Councilmember Thomas and seconded by Councilmember Freeman that Proposed Resolution No. 18338 be adopted. The following roll call vote was taken on the motion to adopt Proposed Resolution No. 14-233: Councilmember Freeman "Yes" Councilmember Lewis "Yes" Councilmember Scott "Yes" Councilmember Segler "Yes" Councilmember Thomas "Yes" Mayor Prince "Yes" Proposed Resolution No. 18338 was adopted becoming Resolution No. 14-233. The caption of Resolution No. 18338 reads as follows: RESOLUTION NO. 14-233 A RESOLUTION DOCUMENTING THAT PURSUANT TO THE AMENDMENT OF SECTION 9 OF ARTICLE II OF THE CITY CHARTER APPROVED AT THE MAY 2, 1992 CITY ELECTION IN THE CITY OF PORT ARTHUR, TEXAS, THE POSITION 7 COUNCILMEMBER SHALL SERVE AS MAYOR PRO TEM AND SHALL ACT AS MAYOR DURING THE ABSENCE OR DISABILITY OF THE MAYOR AND SHALL SERVE AS MAYOR PRO TEM UNTIL THE NEXT REGULAR ELECTION OF COUNCILMEMBERS III. SWEARING IN OF NEWLY ELECTED/APPOINTED OFFICIALS The City Secretary issued the Oath and Statements of office to the newly elected and appointed Mayor Pro Tem. ADJOURNMENT Upon the motion by Mayor Pro Tem Freeman, seconded by Councilmember Thomas and carried unanimously, the City Council adjourned their Special Meeting at 10:28 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
