Comeaux, P.E., City Manager FROM: Susan McDermott, Director of Public Works DATE: August 26, 2014 RE: Proposed Resolution No. 18515 RECOMMENDATION I recommend that the City Council approve Proposed Resolution No. 18515 awarding a bid and authorizing the execution of a contract for the Repair of 66" RCP Storm Sewer on Shreveport Avenue with BDS Constructors, LLC, dba MK Constructors of Vidor, Texas, having submitted the lowest and most responsive bid in the amount of $167,419.00. Contract time is 120 calendar days. BACKGROUND The project includes removing and replacing an existing 66" storm sewer pipe, constructing two junction boxes, water line replacement, and street reconstruction/resurfacing on Shreveport Avenue between Procter Street and 5th Street. Bids were received from two (2) qualified bidders, with BDS Constructors, LLC, dba MK Constructors, submitting the lowest and most responsive bid for the project. The other bidder for the project was The Signature Group at $250,468.85. BUDGET/FISCAL EFFECT Funding for this project is provided in Project No. GO-805, Account 301-1601-591.84-00. SUMMARY I recommend that the City Council approve Proposed Resolution No. 18515. P.R. No. 18515 8/26/14 sjm RESOLUTION NO. A RESOLUTION AUTHORIZING THE AWARD OF BID AND THE EXECUTION OF A CONTRACT FOR THE REPAIR OF 66" RCP STORM SEWER ON SHREVEPORT AVENUE BETWEEN PROCTER STREET AND 5TH STREET, WITH BDS CONSTRUCTORS, LLC, DBA MK CONSTRUCTORS OF VIDOR, TEXAS IN THE AMOUNT OF $167,419.00, PROJECT NO. GO-805,ACCOUNT NO.301-1601-591.84-00. WHEREAS, the City has approved funding for the repair of 66" RCP storm sewer on Shreveport Avenue; and, WHEREAS,the Public Works Department, Soutex Surveyors & Engineers, and the Purchasing Division have solicited bids for the project; and, WHEREAS, the bids have been evaluated by Soutex Surveyors & Engineers, and their Recommendation of Award and Bid Tabulation is attached as Exhibit "A"; and, WHEREAS, BDS Constructors, LLC, dba MK Constructors of Vidor, Texas has submitted the lowest responsive bid in the amount of$167,419.00; and, WHEREAS,the contract time is 120 calendar days; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF.PORT ARTHUR: P.R. No. 18515 8/26/14 sjm Page 2 of 4 THAT, the award of bid for the Repair of 66" RCP Storm Sewer on Shreveport Avenue Between Procter Street and 5th Street is hereby made by the City Council to BDS Constructors, LLC, dba MK Constructors of Vidor, Texas in the amount of $167,419.00 and 120 calendar days; and, THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to execute, on behalf of the City of Port Arthur, the City's standard construction contract between the City and BDS Constructors, LLC, dba MK Constructors, for the Repair of 66" RCP Storm Sewer on Shreveport Avenue Between. Procter Street and 5th Street in the amount of$167,419.00, referenced to as Exhibit `B", a full copy of which is available for review in the City Secretary's office; and, THAT, the project will be funded by Project No. GO-805, Account No. 301- 1601-591.84-00, and, THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council.
