Director of Utility Operations DATE: August 22, 2014 RE: Proposed Resolution No. 18506 RECOMMENDATION I recommend that the City Council approve Proposed Resolution No. 18506 authorizing the execution of a contract for the Water Storage Standpipe on 61st Street Project with BDS Constructors LLC. dba MK Constructors, of Vidor, Texas, in the total amount of $2,825,250.00. BACKGROUND A Hurricane Recovery Grant administered by the Texas General Land Office will fund this project. The Water Storage Standpipe is located on 61st Street at the cross street of Garnet Ave. The capacity of the standpipe will be 2.4 million gallons. This is a major milestone in improving the reliability and capabilities of the public water system serving the Port Acres area. It will increase storage capacity, and pressure for the area. The following three bids were received on August 13, 2014, with the lowest responsive bid was submitted by BDS Constructors. I22SPW, 144-1201-532.59-00. SUMMARY I recommend that the City Council approve Proposed Resolution No. 18506. P.R.No. 18506 08/22/14 RESOLUTION NO. A RESOLUTION AUTHORIZING THE AWARD OF BID AND THE EXECUTION OF A CONTRACT FOR THE WATER STORAGE STANDPIPE ON 61ST STREET WITH BDS CONSTRUCTORS, DBA MK CONSTRUCTORS, OF VIDOR, TEXAS, IN THE AMOUNT OF $2,825,250.00, PROJECT NO. I22SPW, 144- 1201-532.59-00. WHEREAS, the Texas General Land Office (GLO) has approved funding for the construction of the Water Storage Standpipe on 61St Street; and, WHEREAS, the Utility Operations Department, Arceneaux Wilson & Cole LLC (formerly Arceneaux & Gates Consulting Engineers, Inc.), and the Purchasing Division have solicited bids for this project; and, WHEREAS,the bids have been evaluated by Arceneaux Wilson& Cole LLC the Utility Operations Department and Purchasing (Recommendation& Bid Tabulation attached as Exhibit "A"); and WHEREAS, BDS Constructors LLC, dba MK Constructors of Vidor, Texas has submitted the lowest responsive bid for this work;NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to execute, on behalf of the City of Port Arthur, a contract (attached as Exhibit "B") between the City of Port Arthur and BDS Constructors LLC, dba MK Constructors for the Water Storage Standpipe on 61st Street in the total amount of$2,825,250.00; and, THAT, this project will be funded by the TGLO, in project no. I22SPW, 144-1201- 532.59-00; and, THAT a copy of the caption of this resolution be spread upon the minutes of the City Council. P. R. The bids were opened at 3:15 pm and the results read aloud in the public bid opening. There were no alternates proposed for this project. The bids were checked for errors and tabulated. All Bidders acknowledged receipt of Addendum No.1 and Addendum No. 2. All Bidders also submitted proof of Bid Surety and Statements of Bidders Qualifications with their bids as required. No substitutions were submitted. It was found that BDS CONSTRUCTORS LLC dba MK CONSTRUCTORS of Vidor, Texas submitted the lowest responsive Total Amount Bid in the amount of $2,825,250.00. A copy of the certified Bid Tabulation is enclosed for your information. We have worked with BDS CONSTRUCTORS LLC dba MK CONSTRUCTORS on projects in the past and have been pleased with the quality of work performed by the contractor. Based on our past working history with the contractor we recommend that the City of Port Arthur award the contract for Water Storage Standpipe on 61st Street on the basis the lowest responsive Total Amount Bid in the amount of $2,825,250.00.
