Polka, Director of Public Works/City Engineer 64W DATE: September 22, 2014 RE: Proposed Resolution No. 18594 COMMENTS RECOMMENDATION I recommend City Council approve Proposed Resolution No. 18594 authorizing an emergency removal and repair of two pumps at the Montrose pump station from Triangle Rotating Equipment Specialist (T.R.E.S.), of Orange, Texas, in the not to exceed amount of $42,486.00. BACKGROUND The two (2) pumps at the Montrose pump station required repairs after the rain event of July 18, 2014. A detailed scope of repair work is attached in Exhibit "A" and includes removing the pumps, cleaning, replacing fittings and tubing and reinstallation at the pump station. Portable pumps are in use until the equipment is reinstalled. The City Manager has approved proceeding with this emergency repair to bring the Montrose pump station back up to its pumping capacity. BUDGET/FISCAL EFFECT Funds are available in Major Drainage Outfalls, Project #CIP804, account #301-1601- 591.84-00. STAFFING/EMPLOYEE EFFECT Existing City staff will coordinate the repairs and installation with the contractor. SUMMARY I recommend that the City Council approve Proposed Resolution No. 18594 authorizing an emergency removal and repair of two pumps at the Montrose pump station from Triangle Rotating Equipment Specialist (T.R.E.S.), of Orange, Texas, in the not to exceed amount of $42,486.00. A RESOLUTION AUTHORIZING EMERGENCY REMOVAL, REPAIR AND INSTALLATION OF TWO PUMPS FOR THE MONTROSE PUMP STATION BY TRIANGLE ROTATING EQUIPMENT SPECIALIST OF ORANGE, TEXAS, IN THE NOT-TO-EXCEED AMOUNT OF $42,486.00. FUNDS ARE AVAILABLE IN ACCOUNT NO. 301-1601-591.84-00. WHEREAS, the two pumps at the Montrose pump station are in need of repair and maintenance; and, WHEREAS, pursuant to Section 252.022(a)(2) this purchase is authorized because of a public calamity that requires the immediate appropriation of money to relieve the necessity of the municipality's residents or to preserve the property of the municipality; and, WHEREAS, it is further authorized pursuant to Section 252.022(a)(3) because of unforeseen damage to public machinery, equipment, or other property; and, WHEREAS, City staff received an estimate to perform the necessary replacement and installation of the blowers on an emergency basis from Triangle Rotating Equipment Specialist (T.R.E.S.); and, WHEREAS, the City Manager, per Exhibit "A", has authorized the funding for these repairs and has deemed this an emergency;NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, in order to protect the citizens of Port Arthur from potential flooding, the City Council hereby authorizes Emergency removal, repair and installation of two pumps at the Montrose pump station by Triangle Rotating Equipment Specialist (T.R.E.S.), in the total not to exceed amount of$42,486.00; and, P. E., Director of Public WorksG LN DATE: September 4, 2014 SUBJECT: Emergency Repairs to the Montrose Pump Station COMMENTS The rain event that occurred on July 18, 2014, lead to the Drainage division requiring repairs to the Montrose pump station. Originally T.R.E.S. of Orange, Texas, was asked to perform this work which included removing and cleaning debris from two pumps, a gear box, and electric motor for the amount of$7,099. As the contractors began these repairs numerous problems became apparent such as finding couplings being corroded to pipe, debris from a truck tire causing the pump to lock and freeze, and the suction bell being larger than floor opening. These issues require additional labor, equipment rental and material in order to complete the required repairs. In order to properly repair this pump the repair cost has increased $42,486. Bond money is to be used for this emergency repair. APRPOVED: John A. Comeaux, P.E. Interim City Manager cc: Shawna Tubbs, Purchasing Manager /aw "Remember, we are here to serve the citizens of Port Arthur" The following is a scope of repair work on the two (2) pumps: Cascade (motor driven) pump— A. Disassemble and inspect all fits and sizes. B. All bushings checked out okay. C. Two line shaft coupling had to be cut off in order to save the shafts. The last person to assemble this pump gaulded the threads making it impossible to unscrew them. We will straighten the two shafts, chase the threads and furnish two (2) new 416 stainless steel couplings. D. All lube lines are bad. We will replace with 316 stainless steel tubing and all new stainless steel fittings will be furnished. E. New stainless bolting will be furnished as needed F. Parts of both pumps had severe pitting in column areas. Pumps will be blasted inside and out, coated with industrial epoxy paint. Once dried,we will apply cold tar epoxy to the inside and outside of the pumps. G. Steam clean and remove all old grease out of enclosing tubes. New grease will be pumped in each tube during assembly until each tube is full before installing each tube bushing. H. Balance impeller for proper RPM. I. Repair or furnish new dresser coupling with new gaskets. The existing bolting is 316 stainless steel. We will reuse those. J. Install new packing in top tension tube nut. K. Furnish freight back to job site, furnish crane and labor to reinstall. The same procedure will have to be followed to reinstall these pumps. They cannot be installed with the suction bell on. L. Reinstall motor and set proper pump lift. When ready to test run these pumps,we will furnish a technician at NO CHARGE during start up. Fairbanks Morse (diesel driven) pump— A. Disassemble and inspect all fits and sizes. B. All lube lines were broken off pump. Replace with new 316 stainless steel tubing and all new fittings. C. Two line shaft couplings had gaulded during last assembly of this pump and could not be unscrewed. These were cut off and will be replaced with (2) new 416 stainless steel couplings. D. Straighten (2) shafts and chase threads to fit new factory couplings. E. Straighten (2) pieces of/2" fuel lines and rethread in our shop. Rethread the other ends on the pieces left in the field when we install the pump. F. Steam clean and remove all old grease from enclosing tubes. We will install new grease in each tube as we assemble pump. G. Two of the enclosing tube bushings had excessive wear. We will fabricate new ones. H. Pump will be blasted and primed with industrial epoxy paint. Once dried, pump will have a coat of cold tar epoxy inside and out. I. Balance impeller for proper RPM. J. Furnish twenty-four(24)stainless steel dresser coupling bolts and two (2) rubber gaskets. Furnish miscellaneous stainless steel bolts for pump. K. Furnish freight back to job site. L. Once pump is installed (without suction bell),we will have to weld the 3x3" piece of angle iron back into place for the grating to rest on. M. The pad eyes we burned off in order to remove the pump will have to be welded back on at this time. N. After the pump is set in place, the suction bell will have to be installed. O. The (4) corner holes on both base plates have to be enlarged for proper clearance over base plate studs in concrete. We will run a die nut over all (8) studs to be sure the nuts fit. P. Install gear box, set pump lift, and connect drive shaft. When ready to test run this pump,we will furnish a technician at NO CHARGE during start up. The initial quote to completely pull one pump, clean the other and replace back in the pit was $7,099.00. The adder for the additional problems we encountered and extra labor is$6,859.00, bringing this total to$13,958.00. The Cascade (motor driven) pump scope of work, labor, material, crane rental, and freight totals $14,981.50. Fairbanks Morse (diesel driven) pump scope of work, labor, material, crane rental and freight totals $13,546.50. The grand total for all work performed for the above described work is$42,486.00.
