INVOCATION, PLEDGE & ROLL CALL Mayor Pro Tem Freeman gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Monday, October 6, 2014 at 12:14 p.m. in the City Council Chambers, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tern Derrick Freeman; Councilmembers Raymond Scott, Jr., Stephen A. Mosely and Kaprina Frank; Interim City Manager John A. Comeaux, P.E., City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Mayor Pro Tern Mayor Pro Tern Derrick Freeman; Councilmembers Tiffany Hamilton, Morris Albright, III, Willie "Bae" Lewis and Robert E. "Bob" Williamson joined the Special Meeting during Executive Session. II. *CLOSED MEETING (EXECUTIVE SESSION) Closed Meeting: (1) Section 551.074 Government Code — To Discuss The Prospects For The Position Of City Manager Of The City Of Port Arthur The City Council recessed their meeting at 12:14 p.m. to meet in Executive Session to consider the above-mentioned topics, and reconvened their meeting at 5:30 p.m. with the following members present: Mayor Prince; Mayor Pro Tern Freeman; Councilmembers Scott, Hamilton, Mosely, Lewis, Williamson and Frank; Interim City Manager Comeaux; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Blanton. MOTION IN OPEN SESSION Motion Inviting Brian McDougal, Frank Johnson, James Palenick, Jane Shang, Natasha Henderson, William Whitson And Willie Norfleet To Formally Apply For Employment With The City Of Port Arthur For The Position Of City Manager And To Formally Interview Mayor Pro Tern Freeman read the above-mentioned motion into the record. The motion was made by Mayor Pro Tern Freeman and seconded by Councilmember Hamilton that the above-mentioned motion be adopted. The following roll call vote was taken on the motion to adopt the above-mentioned motion: Councilmember Frank "Yes" Mayor Pro Tem Freeman "Yes" Councilmember Hamilton "Yes" Councilmember Lewis "Yes" Councilmember Mosely "Yes" Councilmember Scott "Yes" Councilmember Williamson "Yes" Mayor Prince "Yes" The motion to adopt the above-mentioned motion carried. Motion Scheduling City Manager Interviews On November 14th And 15th of 2014 Mayor Pro Tem Freeman read the above-mentioned motion into the record. The motion was made by Mayor Pro Tern Freeman and seconded by Councilmember Hamilton that the above-mentioned motion be adopted. The following roll call vote was taken on the motion to adopt the above-mentioned motion: Councilmember Frank "Yes" Mayor Pro Tem Freeman "Yes" Councilmember Hamilton "Yes" Councilmember Lewis "Yes" Councilmember Mosely "Yes" Councilmember Scott "Yes" Councilmember Williamson "Yes" Mayor Prince "Yes" The motion to adopt the above-mentioned motion carried. III. ADJOURNMENT Upon the motion by Mayor Pro Tern Freeman, seconded by Councilmember Williamson and carried unanimously, the City Council adjourned their Special Meeting at 5:35 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
