RECOMMENDATION:
I recommend that the City Council adopt Proposed Resolution 18620 authorizing an extension of
the performance period between the City of Port Arthur and Tender Loving Care Center for
Children dba Legacy Community Development Corporation.
BACKGROUND:
Tender Loving Care Center for Children dba Legacy Community Development Corporation
was originally awarded $2,000.00 for counseling services. A balance of$1,625.00 exits in the
project and Tender Loving Care Center for Children dba Legacy Community Development
Corporation has made a request to extend its current CBDG contract performance period to
December 31, 2014.
BUDGETARY/FISCAL IMPACT:
By adoption of Resolution Number 13-345 (approval of 2013-14 Community Development
Block Grant Projects), the City Council obligated itself to provide CDBG funds to Tender
Loving Care Center for Children dba Legacy Community Development Corporation.
STAFFING/EMPLOYEE EFFECT:
Funding will not have an effect on our staffing level.
SUMMARY:
I recommend that the City Council adopt Proposed Resolution 18620, which approves an
extension of the performance period in the contract between the City of Port Arthur and Tender
Loving Care Center for Children dba Legacy Community Development Corporation.

RESOLUTION NUMBER
A RESOLUTION EXTENDING THE COMMUNITY DEVELOPMENT BLOCK
GRANT CONTRACT PERFORMANCE PERIOD OF TENDER LOVING CARE
CENTER FOR CHILDREN DIB/A LEGACY COMMUNITY DEVELOPMENT
CORPORATION FROM OCTOBER 14,2014 TO DECEMBER 31,2014.
WHEREAS, the City Council has adopted the Community Development Block
Grant Program by Resolution 13-345, which includes $2,000 to provide counseling services for
homebuyers; and,
WHEREAS, Tender Loving Care Center for Children dba Legacy Community
Development Corporation has a balance of$1,625 and has requested to extend their contract
from October 14, 2014 to December 31, 2014 program year(see Exhibit"A"); and,
WHEREAS, Tender Loving Care Center for Children dba Legacy Community
Development Corporation will provide homebuyer's education classes to assist low to moderate-
income families with homeownership as has been established under the guidelines of the
Housing and Community Development Act of 1974, as amended; therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the performance period of the contract with Tender Loving Care Center
for Children dba Legacy Community Development Corporation is extended from October 14,
2014 to December 31, 2014, or until such funds are exhausted whichever comes sooner, unless
terminated as otherwise provided with the contract(see Exhibit"A"); and,
THAT a copy of the caption of this Resolution be spread upon the minutes of the
City Council.

I am writing to request an extension of last year's contract for CDBG funds through December
31, 2014. Our current balance of$1,175 will cover the cost of 15 participants. We feel that we
can expend the funds on the next 2 classes.
