A RESOLUTION APPROVING THE FUNDING OF THE CITY OF PORT ARTHUR PARKS IMPROVEMENT PROJECT REQUESTS FOR MARTIN J. HOLMES "POPEYE" PARK, HERMAN PARK, GRIFFING TOWN HALL PARK,AND ROSE HILL PARK WHEREAS, in May 2012, a ballot proposition was presented to and approved by the qualified voters in the City of Port Arthur, Texas (the "City") for the City of Port Arthur Section 4A Economic Development Corporation (the "PAEDC") to utilize Section 4B sales and use tax funds for "the cost of children's amateur sports and athletic purposes, facilities, improvements and events, including baseball and softball fields, soccer fields, football fields, tennis courts, water sports, trails and related concessions, automobile parking, area transportation, road, street, water and sewer facilities, other targeted infrastructure, and related landscaping improvements and maintenance and operations expenses for any of the above-described projects and facilities" (the "Ballot Proposition"); and WHEREAS, the Ballot Proposition limited PAEDC's expenditure on park improvements to $500,000 per year over a three year period; and WHEREAS, on October 13, 2014, the PAEDC Board of Directors considered and approved funding the a park improvement request for Martin J. Holmes "Popeye" Park in the amount of$60,000, a park improvement request for Herman Park and Griffing Town Hall Park in the amount of$100,000 and a park improvement request from Rose Hill Park in the amount of $340,000, and each improvement request is attached hereto and collectively referred to as noted in Exhibit "A"; and WHEREAS, funds are available during fiscal year 2014-2015 to fund park improvements for Martin J. Holmes "Popeye" Park, Herman Park and Griffing Town Hall Park as well as Rose Hill Park. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That PAEDC is hereby authorized to fund a park improvement request for Martin J. Holmes "Popeye" Park in the amount of $60,000, a park improvement request for Herman Park and Griffing Town Hall Park in the amount of$100,000 and a park improvement request from Rose Hill Park in the amount of $340,000, and each improvement request is attached hereto and collectively referred to as noted in Exhibit"A". Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
