No. 18692 10/8/2014 CS RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR SECTION 4A ECONOMIC DEVELOPMENT CORPORATION TO ENTER INTO A LETTER OF AGREEMENT WITH LAMAR UNIVERSITY, FOR THE TAPING OF GOVERNMENTAL MEETINGS, IN THE NOT- TO-EXCEED AMOUNT OF $4,295.00. FUNDING AVAILABLE IN EDC ACCOUNT NO. 120-1429-582.61-03 WHEREAS, Lamar University provides broadcasting students with valuable experience through the SETCAST program; and WHEREAS, the citizens of Port Arthur are able to view the conduct of government business via taped broadcasts of certain public meetings over the government access cable channel; and WHEREAS, it is the desire of the City of Port Arthur Section 4A Economic Development Corporation (the "PAEDC") to continue to have Lamar University broadcasting students tape the regular meetings of PAEDC; and WHEREAS, the current Letter of Agreement with Lamar University expired on October 31, 2014, and PAEDC desires to enter into another Letter of Agreement with Lamar University for the video production of PAEDC's regular Board meetings with a term from November 1, 2014 to October 30, 2015 as denoted in Exhibit"A" in the not-to-exceed amount of$4,295.00. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby authorizes PAEDC to enter into a Letter of Agreement with Lamar University and make payment to Lamar University for the video production of PAEDC's regular Board meetings with a term from November 1, 2014 to October 30, 2015 in the amount of$4,295.00. Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Tizen 8e ity Atto •y #1126640 Page 3 Exhibit " A " * Fl E NOV 0 4 2014 Letter of Agreement Between Lamar Universi ' nd the Port Arthur Economic Development Corporation for Taping of Economic Development Corporation Meetings The Lamar University Department of Communication will provide video production services to the Port Arthur Economic Development Corporation for the production of videotapes of each regular meeting of the Port Arthur Economic Development Corporation from November 1,2014 to October 31,2015. In addition,the Lamar University Department of Communication will make and deliver DVD copies of the above meetings to the Economic Development Corporation. The services provided by the Lamar University Department of Communication for the Port Arthur Economic Development Corporation shall include,but not be limited to,the following: a) the videotaping of each regular meeting of the Port Arthur Economic Development Corporation. b) any post production work needed to broadcast the videotapes, c) the delivery of the DVD's to the proper site for their broadcast, d) supplying all equipment and supplies needed to produce videotapes of the meetings. e) DVD copies of all Port Arthur Economic Development Corporation meetings. The Port Arthur Economic Development Corporation will provide: a) a schedule of and agenda for all regular meetings of the to Port Arthur Economic Development Corporation to the Lamar University Department of Communication, b) a location in the meeting room for the camera operator to setup the equipment needed to tape the meeting, c) an audio outlet for the camera operator to plug into the meeting room sound system, d) a payment of$4,295.00 to the Lamar University Department of Communication for video production services provided from November 1,2014 to October 31,2015. The payment is to be made upon delivery of this contract and invoice.
