A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SOUTEX SURVEYORS AND ENGINEERS OF PORT ARTHUR, TEXAS, FOR PROFESSIONAL SURVEYING SERVICES FOR PARKS THROUGHOUT THE CORPORATE LIMITS OF THE CITY OF PORT ARTHUR IN AN AMOUNT NOT-TO-EXCEED $50,000.00; FUNDING AVAILABLE IN PLANNING AND DEVELOPMENT ACCOUNT 001-1053- 517.99-00. WHEREAS, Soutex Surveyors & Engineers of Port Arthur, Texas, has submitted a proposal to provide professional surveying services for parks throughout the corporate limits of the City of Port Arthur; and, WHEREAS, Soutex Surveyors & Engineers of Port Arthur, Texas, has been selected as the professional of choice because of their demonstrated competence and qualifications in the field as mandated by Texas Government Code Sections 2254.003 and 2254.004, and having provided similar services to other entities; and, WHEREAS, the provision of professional park surveys will significantly enhance the quality of data in, and the utility of the City's G.I.S. (Geographic Information System), a key tool for park and infrastructural documentation and planning; and, WHEREAS, the City of Port Arthur desires to enter into a professional services contract with Soutex Surveyors & Engineers of Port Arthur, Texas, to provide professional surveying services for parks throughout the corporate limits of the City of Port Arthur, in an amount not-to- exceed $50,000.00; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in preamble are true and correct. Section 2. That the City Manager is hereby authorized and directed to execute a contract with Soutex Surveyors & Engineers on behalf of the City of Port Arthur for the P.R.NO.18691 11/04/2014 PDL PAGE 2 OF 6 professional surveying of parks throughout the corporate limits of the City of Port Arthur in an amount not-to-exceed $50,000.00, attached hereto in substantially the same form as Exhibit "A". Section 3. That a copy of the caption of this resolution be spread upon the Minutes of the City Council. Our services will be as follows for each location: TSPS Category 1B Land Survey This survey will be performed on the ground to retract the boundaries as depicted on a description provided to SOUTEX by the City of Port Arthur, qualified to the Society of Professional Land Surveyors 2006 Manual of Practice Category 1B guidelines, concerning each park. This survey will depict all improvements above ground, such as sidewalks, parking areas, picnic benches, playground equipment, etc. Additional information will be shown regarding any drainage structures such as ditches, swells, and storm sewer manholes and catch basins. This survey will also reflect all trees 6" in diameter and above, hedges, planter boxes and any above ground utilities such as electrical and communication. All information will be on an AUTO CADD drawing version 2013 with associated line work to appropriate scale. All information can be incorporated into the GIS Files previously created for corporate limits of the City of Port Arthur as well as Planning & Zoning GIS Maps. PARK NAME 1.
