BACKGROUND:
The Planning and Zoning Commission is being asked to consider a preliminary plat for
Stripes of F.M. Highway 365, 1.820 Acre of Land, part of Lot 8, Block 13, Range "K", Port
Arthur Land Company Subdivision. The site is located south of F.M. Highway 365 and east of
Medical Center Boulevard. The purpose of this preliminary plat is to create one (1) Tract for
Commercial Development. This property is located in Planned Development District - 1
(PD-1) zoned district.

Engineer/Surveyor-Soutex Surveyors,Inc.
RECOMMENDATION:
The planning staff recommends approval of this request. A final plat cannot be submitted
until engineering plans and other site plans are approved.

SUMMARY:
The preliminary plat should be approved as submitted. Any change in layout that will

P.Brown recommended that re-plat requests R14-09,R14-56,R14-57,R14-58,R14-59,
R14-60 and R14-61 be approved.
R.Cox recommended that the Engineering Department review traffic patterns
associated with the future development of R14-56 and R14-57.
The motion was made by L Moore, seconded by N. Simon to accept the Planning
Staffs recommendation to approve re-plat requests as presented.

b. APPROVAL FOR ZONING DISTRICT CHANGE REQUEST:Z14-10
P.Brown recommended that zoning district change Z14-10 be approved with the
following stipulations:
• Use of property as a Wrecking and Auto Salvage Yard and no other
industrial use;
• Car crushing activities allowed only one(1)day a month by use of
mobile car crushing equipment trucked onto the site by a semi-tractor
trailer;
• Salvage Yard will not be open to the general public as a retail salvaged
parts outlet; instead,the salvaged parts shall be trucked from the site
for wholesale elsewhere;
• Site cannot be used to buy metals for recycling from either businesses
or the general public;
• Property must be enclosed by a screening fence meeting the
requirements stated in City Code Section 18-457(b);
• Hours of operation will be Monday thru Saturday from 7:00 a.m.to
5:00 p.m.
The motion was made by R.Cox,seconded by I.Moore to accept the Planning Staffs
recommendation to approve Z14-10.
