Square Mile Energy, L.L.C. has filed a request to drill an oil or gas well in the City of Port Arthur that will be situated on the 5-acre tract of land owned by Square Mile Energy, L.L.C., which is out of Tract 3 being the North 5-acres out of the West 681.12 feet of Lot Number Eleven, Block No. 1 Port Acres Subdivision Further information on this request is available in the Planning Department, Room 337, City Hall, 444 4th Street, Port Arthur, Texas and will be presented at the Public Hearing. Survey, Section #273, A-315, Jefferson County, Texas Dear Mr. Watson: I am directed by Mr. Lawrence Baker, Director of Community Services, to deliver this application to your attention. In accordance with Code 1961, §§ 15-d 15-6; Ord. No. 00-61, § 1, 10-17-2000) Section 66-3(b)1 of the Municipal Code of the City of Port a) This application, enclosures and exhibits are dated and delivered May 29, 2007, in duplicate. b) The application is filed by Square Mile Energy, L,L.C, a Nevada Limited Liability Company, whose address is 5847 San Felipe, Suite 2940, Houston, Texas, 77057 (hereinafter sometimes referred to as "Applicant"), and whose Chief Executive Officer is Mr. Gary W. Loveless, of the same address. The drilling unit is the Square Mile Energy, L.L.C., Sassine Unit (hereinafter the "Unit"), with the well location situated in the T. & N.O.R.R. Co. Survey, Section 273, A-315, Jefferson County, Texas, as shown on the attached plat. The surface location of the Sassine Unit Well # 1 will be situated on the 5-acre tract of land owned by Square Mile Energy, L.L.C., which is out of Tract 3 on the attached plat, being the north 5 acres out of the west 681.12 feet of Lot Number Eleven, Block No. 1, Port Acres Subdivision, and more particularly described in that certain Warranty Deed from Peggy Irene Arceneaux Dore and Kenneth Paul Arceneaux to Square Mile Energy, L.L.C., dated March 21, 2007, and recorded under File Number 2007011372 of the Official Records of Jefferson County, Texas. Photostatic copies of the aforementioned Warranty Deed and the oil and gas leases owned by Applicant covering the 11 tracts of land contained within the Unit are provided herewith in a labeled divider notebook. Note that two leases (Tract 7 and 5847 San Felipe, Suite 2940 · Houston, Texas 7705%3010 Phone (713) 266-3685 · Fax (713) 266-3639 Mr. Dale Watson, Department of Planning and Zoning May 29, 2007 Page 2 Tract 11) have been approved or executed by the Lessors but we are awaiting final receipt of the leases for execution by Square Mile as Lessee and filing in the Official Records. We expect to have these leases finalized prior to the issuance of the permit. In any case, the City Code provides for the notice of any un-leased mineral owners at the time of issuance of the permit. We are unaware of any un-leased interests. d) The proposed depth of the Sassine Unit Well #1 is 10,700 feet True Vertical Depth (subsurface) and 10,874 feet Measured Depth. e) The proposed casing program 0f the well and directional plan are provided herewith in the divider notebook. f) The plat of the drilling unit prepared by Shine & Johnston, Inc., a duly licensed surveyor, is provided herewith in the binder notebook. The drilling unit contains 13,939,200 square feet, being 32G acres. The acreage and square footage for each tract are set out in a table on the plat of the drilling unit, along with the exact location of the surface and bottom-hole location of the well and the distance from the well location to the exterior boundary lines of the drilling unit. An aerial photo provided by Shine & Johnston is provided as well showing distances to the nearest occupied structures. There is no occupied residence or commercial building within 450 feet of the surface location. A cashier's check in the mount of $1,500.00 payable to the City of Port Arthur is provided herewith for the filing fee. We understand by Section 66-3 (c) this application shall be presented at the ne2xt regular meeting of the city council after the expiration of 20 days from the date of filing (today), which shall be the meeting scheduled for June 19, 2007.
