RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR
SECTION 4A ECONOMIC DEVELOPMENT CORPORATION TO
ENTER INTO A CONTRACT WITH LABICHE ARCHITECTURAL
GROUP, INC., OF BEAUMONT, TEXAS, FOR THE DESIGN OF A
PARK FOR THE PAEDC SPUR 93 BUSINESS PARK, IN AN AMOUNT
NOT TO EXCEED $3,000.00. EDC ACCOUNT NO. 120-1429-582.59-02
WHEREAS, on December 1, 2014, the City of Port Arthur Section 4A Economic
Development Corporation (the "PAEDC") Board of Directors approved entering into a contract
with LaBiche Architectural Group, Inc. to design a park for the PAEDC Spur 93 Business Park;
and
WHEREAS, the park will be equipped with a pavilion to provide the PAEDC Spur 93
Business Park community a place to hold company business events; and
WHEREAS, the PAEDC will utilize the 0.7 acres at the intersection of Kerry "Twin"
Thomas Drive and Eldridge Drive in the Spur 93 Business Park as the location of the park; and
WHEREAS,the architectural services associated with designing the park will not exceed
the amount of$3,000 as denoted in Exhibit "A".
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the PAEDC is herein authorized to enter into a contract with LaBiche
Architectural Group, Inc. to design a park for PAEDC Spur 93 Business Park as denoted in
Exhibit"A".
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the
City Council.

www.labiche.com In accordance with our conversation and discussions during our visit on November
12, 2014 we propose to render Programming, Schematic Design and Probable
Cost Services on an hourly basis, as listed on the attached rate schedule, not to
exceed Three Thousand Dollars($3,000.00) without written approval. For
reimbursable and consultant expenses our markup rate is 1.25 times the cost.
ARCHITECTURE
Services shall include:
1. Evaluation of existing conditions and meetings with EDC to determine the
PROJECT scope of the work.
CONSULTING
2. Preparation of a programming worksheet which will summarize
components of the work and indicate probable costs for the scope of
PLANNING construction being considered by the EDC.
3. Services shall include client meetings to discuss programming issues and
INTERIOR costs of the work.
DESIGN 4. Deliverables shall be both printed and digital media sufficient to describe
the design intent.
5. Services include preparation of plans, elevations, ADA reviews, 3-D
representations of the proposed designs. Details, Construction Documents
for bidding or construction purposes, engineering consultants, or any
other governmental required service fees are not included in the scope of
our work but may be added as the Teams requires.
6 Should the EDC decide to move forward with any or all of the program
scope we will credit fees paid to date against a new contract for extension
of our architectural services. We anticipate our fee to be 10% of the cost
of construction agreed upon by the EDC.
