Comeaux, P.E., Interim City Manager FROM: Judith Smith, R.N., BSN, Director of Health Services DATE: December 29, 2014 SUBJECT: Proposed Resolution No. 18801 Approval to amend the FY 2015 Contract between the City of Port Arthur and the Department of State Health Services, WIC Division RECOMMENDATION: It is recommended that the City Council approve Proposed Resolution No. 18801, approving the amendment to the FY 2015 contract between the City of Port Arthur and the Texas Department of State Health Services to provide WIC services. BACKGROUND: The WIC program provides supplemental food vouchers and nutrition education to enhance good health care at no cost to low-income pregnant and postpartum women, infants, and children identified to be at nutritional risk. A set reimbursement rate is established for each WIC program participant; therefore, the total amount of reimbursement varies from month to month based on the level of participation. The amendment to this contract is to increase the funding from $632,054.00 to $ 649,141.00 for the contract term October 1, 2014 to September 30, 2015. STAFFING/EMPLOYEE EFFECT: This grant funds 8 full-time employees, 1 part-time and 1 contractor (Registered Dietitian). BUDGETARY EFFECT: Reimbursements for WIC services cover the cost of personnel, fringe benefits, travel, equipment, and supplies. SUMMARY: It is recommended that the City Council approve Proposed Resolution No. 18801, approving the amendment to the FY 2015 contract between the City of Port Arthur and the Texas Department of State Health Services to provide WIC services. A RESOLUTION TO AMEND THE FY 2014-2015 CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND THE DEPARTMENT OF STATE HEALTH SERVICES, WIC DIVISION, INCREASING THE FUNDS IN THE NOT TO EXCEED AMOUNT OF $649,141.00. WHEREAS, the contract between the City of Port Arthur and the Department of State Health Services, will provide financial assistance to the Port Arthur City Health Department to supplement the delivery of public health services; and, WHEREAS, WIC Card Participation provides for supplemental food instruments, nutrition education and counseling to enhance good health care at no cost to low-income pregnant and postpartum women, infants and children identified to be at nutritional risk of which the grant award is based on monthly client participation; and, WHEREAS, the initial FY 2014-2015 contract was approved on October 28, 2014 per Resolution No. 14-530 for the period October 1, 2014 to September 30, 2015, and the Department of State Health Services now wishes to increase the funding from $632, 054.00 to $649, 141.00. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That,the facts and opinions in the preamble are true and correct. Section 2. That, the City Council of the City of Port Arthur hereby approves the contract amendment between the City of Port Arthur and the Department of State Health Services for the period October 1, 2014 through September 30, 2015 to increase funding from $632,054.00 to $649,141.00. That, the City Council deems it is in the best interest of the City to approve and authorize the Interim City Manager to execute the contract amendment between the Department of State Health Services and the City of Port Arthur, Texas, for the Women, Infants and Children(WIC) services as delineated in Exhibit"A". Section 4. That, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Comeaux, P.E., Ji _ith Smith, R.N., Director of Health Interim City Manager EXHIBIT "A" DEPARTMENT OF STATE HEALTH SERVICES /xis: �) i i Amendment The Department of State Health Services (DSHS) and CITY OF PORT ARTHUR(Contractor) agree to amend the Program Attachment# 001 (Program Attachment)to Contract# 2015-047345 (Contract) in accordance with this Amendment No. 00IA: NSS/WIC LOCAL AGENCY, effective 01/01/2015. The purpose of this Amendment is to increase the contract amount. Therefore, DSHS and Contractor agree as follows: PROGRAM ATTACHMENT NO.-041-001A- Total reimbursements will not exceed: $632;&54.$8:$649141.00 SECTION VIII. SPECIAL PROVISIONS: are revised as follows: During the term of the Program Attachment, Contractor shall earn administrative funds at the rate of 513.31-5_ $13.865-for each participant served as defined above. All other tern-is and conditions not hereby amended are to remain in full force and effect. In the event of a conflict between the terms of the Contract and the terms of this Amendment, this Amendment shall control.
