RECOMMENDATION
I recommend that the City Council approve Proposed Resolution No. 18805 that would
authorize the Interim City Manager to execute Change Order No. 2 to the contract with
ALLCO, Inc., for construction of street paving improvements along 19th Street between
Stillwell Boulevard and Bluebonnet Avenue, decreasing the amount of the contract by
$58,517.50.
BACKGROUND
By Resolution 14-334 dated August 5, 2014, the City Council awarded a contract to
ALLCO, Inc., of Beaumont, Texas, in the amount of $636,731.00, for the construction of
street paving improvements along 19th Street between Stillwell Boulevard and
Bluebonnet Avenue. The contract included the use of EMC Stabilization material for use
in stabilizing the subgrade. When the EMC material was applied to the first area, there
was an adverse reaction to the base material, resulting in the need to use cement
stabilization instead. The geotechnical engineer recommends eliminating the EMC
material and utilizing the existing base material for subgrade stabilization for the
remainder of the project. Change Order No. 2 is a decrease of $58,517.50 in the
contract amount which addresses approximately 1,788 SY of cement stabilization and
the elimination of the EMC Stabilization material that was bid in the project. The new
contract amount as a result of the decreased amount of $58,517.50 is $663,513.06.
BUDGET/FISCAL EFFECT
There is currently funding set up in the GLO Round 2.2 Program Account No. 145-1201-
532.59-00 for the existing contract amount. Any savings to the Round 2.2 Program
funds will be applied to other Round 2.2 projects as needed as we proceed through the
bidding and award on the remaining projects.
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 18805 that would
authorize the City Manager to execute Change Order No. 2 to the construction contract
with ALLCO, Inc., decreasing the contract amount by $58,517.50.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE CHANGE ORDER NO. 2 TO THE CONTRACT
BETWEEN THE CITY OF PORT ARTHUR AND ALLCO INC.,
OF BEAUMONT, TEXAS, AND GLO, FOR THE 19TH STREET
PAVING IMPROVEMENTS, DECREASING THE CONTRACT
AMOUNT BY $58,517.50 TO A NEW CONTRACT AMOUNT OF
$663,513.06. PROJECT NO. I2119, GLO ROUND 2.2 ACCOUNT
NO. 145-1201-532.59-00.
WHEREAS, on August 5, 2015, per Resolution No. 14-334, the City Council
awarded a contract for the 19th Street Improvements to ALLCO, Inc., of Beaumont,
Texas, in the amount of $636,731.00 with a contract time of 270 days, said project
being from Stillwell Boulevard to Bluebonnet Avenue; and,
WHEREAS, on November 25, 2014, per Resolution No. 14-604, the City
Council approved Change Order No. 1 to the contract increasing the amount by
$85,299.56 and increasing the contract time by twenty(20) days; and
WHEREAS, during construction of the project, it was determined that
approximately 1,788 SY of cement stabilization was required where the proposed EMC
Stabilization material adversely reacted with the existing subgrade and the elimination
of EMC Stabilization material is proposed; and
WHEREAS, ALLCO, Inc., has submitted Change Order No. 2 for the project,
and the Public Works Director/City Engineer and the Project Engineer recommend
approval of Change Order No. 2 in the decreased amount of $58,517.50, attached as
Exhibit "A", to accomplish this work; NOW THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the City Manager of the City of Port Arthur is hereby authorized and
directed to execute, on behalf of the City of Port Arthur, Change Order No. 2 (attached
as Exhibit "A") to the contract between the City of Port Arthur and ALLCO, Inc., for
the work described therein, decreasing the total contract amount by $58,517.50; and,
THAT, Change Order No. 2 decreases the contract amount to a new total of
$663,513.06; and,
THAT, Change Order No. 1 will be funded by the Project No. I2119, 145-1201-
532.59-00; and,
THAT, a copy of the caption of this resolution be spread upon the minutes of
the City Council.

Dear Ms. Polka:
Attached is Change Order No. 2 for the 19th Street Improvements project. This change order is
to cement stabilize approximately 1,788 SY of subgrade that experienced an adverse reaction
between the existing soil and the EMC Stabilization material that was bid in this project. Also, to
remove this item for the remaining areas of the project and utilize the existing base material for
subgrade stabilization as recommended by the geotechnical engineer. The total cost for this
change order will decrease the contract amount $58,517.50. I recommend that the City of Port
Arthur authorize this change to the contract. I have attached Change Order No. 2 which
modifies the contract to reflect this change for your consideration and action. Should you have
