Comeaux, P.E., Interim City Manager FROM: Susan Polka, P.E., Public Works Director/City Engineer DATE: January 13, 2015 RE: Proposed Resolution No. 18814 RECOMMENDATION I recommend that the City Council approve Proposed Resolution No. 18814 awarding a bid and authorizing the execution of a contract for the Bluebonnet Avenue Street Improvements Project with ALLCO, Inc., of Beaumont, Texas, having submitted the lowest and most responsive bid in the amount of $1,801,601.00. Contract time is 270 calendar days. BACKGROUND This is a Hurricane Recovery Grant Round 2.2 administered by the Texas General Land Office (GLO) which is the funding source for this project. The project includes minor storm sewer work and the installation of new curb and gutters and street reconstruction/resurfacing on Bluebonnet Avenue from Gilham Circle to 19th Street. Bids were received from two (2) qualified bidders, with ALLCO, Inc., submitting the lowest and most responsive bid for the project. The other bid for the project was received from APAC-TEXAS, Inc. at $1,929,507.30. BUDGET/FISCAL EFFECT Funding for this particular project is provided in Project No. I2219, Account No. 144- 1201-532.59-00. The original estimate for the work was $1,588,890.00. There is sufficient funding in the GLO Round 2.2 funding to complete this project as bid. SUMMARY I recommend that the City Council approve Proposed Resolution No. 18814. P.R. A RESOLUTION AUTHORIZING THE AWARD OF BID AND THE EXECUTION OF A CONTRACT FOR THE BLUEBONNET AVENUE STREET IMPROVEMENTS PROJECT — GILHAM CIRCLE TO 19TH STREET, WITH ALLCO, INC., OF BEAUMONT, TEXAS IN THE AMOUNT OF $1,801,601.00, GLO ROUND 2.2 PROGRAM, PROJECT NO. 12219,ACCOUNT NO. 144-1201-532.59-00. WHEREAS, the Texas General Land Office (GLO) has approved funding for the Bluebonnet Avenue Street Improvements Project in Round 2.2; and, WHEREAS, the Public Works Department, Arceneaux Wilson & Cole, LLC, and the Purchasing Division have solicited bids for the project; and, WHEREAS, the bids have been evaluated by Arceneaux Wilson & Cole LLC, and their Recommendation of Award and Bid Tabulation is attached as Exhibit "A"; and, WHEREAS, ALLCO, Inc., of Beaumont, Texas has submitted the lowest responsive bid in the amount of $1,801,601.00 for Bid Schedule "A", the desired method for reconstruction of Bluebonnet Avenue; and, WHEREAS,the contract time is 270 calendar days; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: P.R. No. 18814 1/14/15 sjp Page 2 of 4 THAT, the award of bid for the 19th Street Paving Improvements Project is hereby made by the City Council to ALLCO, Inc., of Beaumont, Texas in the amount of $1,801,601.00 and 270 calendar days; and, THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to execute, on behalf of the City of Port Arthur, the City's standard construction contract between the City and ALLCO, Inc., for the Bluebonnet Avenue Street Improvements Project from Gilham Circle to 19th Street in the amount of $1,801,601.00, referenced to as Exhibit "B", a full copy of which is available for review in the City Secretary's office; and, THAT, the project will be funded by GLO Project No. 12219, Account No. 144- 1201-532.59-00; and, THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council. The bids were opened at 3:15 pm and the results read aloud in the public bid opening. The bids were checked for errors and tabulated. All Bidders acknowledged receipt of Addendum No. 1. All Bidders submitted proof of Bid Surety and Statements of Bidders Qualifications with their bids as required. No substitutions were submitted. It was found that ALLCO, Inc. of Beaumont, Texas submitted the lowest responsive Total Amount Bid for the desired bid schedule "A" in the amount of $1,801,610.00. A copy of the certified Bid Tabulation is enclosed for your information. We have worked with ALLCO, Inc. on projects in the past and have been pleased with the quality of work performed by the contractor.
