Alexander, MBA-HCM, Health Director ~ July 9, 2007 Proposed Resolution No. 14269 Memorandum of Understanding between the City of Port Arthur And Renaissance Hospital of Groves, TX RECOMMENDATION It is recommended that the City Council approve P.R. No. 14269, approving a Memorandum of Understanding (MOU) between the City of Port Arthur and Renaissance Hospital of Groves, TX to serve as a treatment center dispensing site for the Strategic National Stockpile (SNS). BACKGROUND The City of Port Arthur Health Department is in need of a facility to serve as a treatment center dispensing site for the SNS in the event that the stockpile is requested to address a large-scale communicable disease outbreak or bioterrorism event. Renaissance Hospital of Groves, TX has agreed to serve as such a center to receive and distribute the SNS to all of its staff, family members and patients in case of a large-scale event. The Health Department will function as the coordinating agency to assist in distributing the SNS to the hospital. BUDGETARY AND FISCAL EFFECT None. STAFFING EFFECT None. SUMMARY The Health Department recommends the City Council's approval of P.R. No. 14269, a Memorandum of Understanding between the City of Port Arthur and Renaissance Hospital of Groves, TX to serve as a treatment center dispensing site for the Strategic National Stockpile. P. A RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PORT ARTHUR AND RENAISSANCE HOSPITAL OF GROVES, TX TO SERVE AS A TREATMENT CENTER DISPENSING SITE FOR THE STRATEGIC NATIONAL STOCKPILE (SNS) WHEREAS, the City of Port Arthur is in need of a facility to serve as a treatment center dispensing site for the Strategic National Stockpile (SNS) in the event that the stockpile is requested to address a large-scale communicable disease outbreak or bioterrorism event; WHEREAS, Renaissance Hospital of Groves, TX has agreed to serve as a treatment center dispensing site for to receive and distribute the SNS to all of its staff, family members and patients in case of a large-scale communicable disease outbreak or bioterrorism event; and, WHEREAS, the City of Port Arthur Health Department will assist in the coordination efforts to distribute the SNS to Renaissance Hospital that will serve as a treatment center dispensing site. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That, the facts and opinions are true and correct. P. R. NO. 14269 Page 2 - 7/9/07 Section 2. That, the City Council of the City of Port Arthur hereby approves this Memorandum of Understanding between the City of Port Arthur and Renaissance Hospital of Groves, TX. Section 3. That, the City Council deems it is in the best interest of the City to approve and authorize the City Manager and the Director of the City's Health Department to execute the Memorandum of Understanding between the City of Port Arthur, TX and Renaissance Hospital of Groves, TX as delineated in Exhibit "A". Section 4. That, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Alexander, MBA-HCM M2~irector of Health Services EXHIBIT "A" Memorandum of Understanding (MOU) for Treatment Center Dispensing This Memorandum of Understanding is entered into by and between the City of Port Arthur Health Department and: RENAISSANCE HOSPITAL (Name of Facility) 5500 39TM STREET Address GROVES TX 77619 (City/State/Zip) The Facility named above hereby acknowledges its intent to serve as a treatment center dispensing site for the Strategic National Stockpile (SNS) in the event that the stockpile is requested to address a large-scale communicable disease outbreak or bioterrorism event. I FACILITY The Facility agrees to do the following: 1. Receive and distribute the Strategic National Stockpile (SNS) to all of its staff, family members and patients. Designate three points of contact in case of emergency: · An administrative point of contact, who will serve as the primary point of contact for the delivery of SNS to treatment facility. · A back up administrative point of contact in the instance that the primary contact is not available. · A DEA Registrant point of contact, who will work with CITY OF PORT ARTHUR HEALTH DEPARTMENT and local law enforcement to accept the delivery of the SNS. · A back up DEA Registrant point of contact in the event the primary contact is not available. 3. Allow the facility to be listed in a confidential annex to the local plan to distribute the Strategic National Stockpile (SNS). 4. Coordinate with CITY OF PORT ARTHUR HEALTH DEPARTMENT to return unused SNS supplies. II. CITY OF PORTARTHUR HEALTH DEPARTMENT The CITY OF PORT ARTHUR HEALTH DEPARTMENT agrees to do the following: 1. Provide a point of contact person to answer questions that the facility may have about the contents of this MOU, epidemiological/bioterrorism events, coordination efforts, etc. 2.
