HomeMy WebLinkAboutPR 14266:CDBG DEMOLITION FUNDSINTEROFFICE MEMORANDUM TO: Stephen Fitzgibbons, City Manager FROM: Dale Watson, Director of Planning DATE: June 29, 2007 SUBJECT: P.R. 14266 RECOMMENDATION: I recommend that the City Council approve Proposed Resolution Number 14266. This Resolution approves the demolition and clearance of Eighty- five (85) residential properties that were damaged as a result of hurricane Rita. BACKGROUND: The Texas Department of Housing and Community Affairs has approved the use of Community Development Block Grant Disaster Recovery funding for the demolition and clearance of residential properties that were damaged as a result of Hurricane Rita and are now uninhabitable. BUDGETARY/FISCAL EFFECT: The Texas Department of Housing and Community Affairs will allocate funding for the demolition and clearance activity. SUMMARY: I recommend that the City Council approve Proposed Resolution Number 14266. P. R. 14266 06/28/07 - ME - Grants Management RESOLUTION NUMBER A RESOLUTION APPROVING TffE DEMOLITION AND CLEARANCE OF EIGHTY- FIVE (85) RESIDENTIAL PROPERTIES THAT WERE DAMAGED AS A RESULT OF HURRICANE RITA. TBE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS WILL ALLOCATE FUNDING FOR THE ACTIVITIES. WHEREAS, the Texas Department of Housing and Community Affairs has approved the use of Community Development Block Grant Disaster Recovery funding for the demolition and clearance of residential properties that were damaged as a result of Hurricane Rita and are now uninhabitable and, WHEREAS, the city has determined that the identified properties pose a threat to the public's health an d safety because the structures are open and accessible, collapsed or in danger of collapse, an attractive nuisance to children, a harborage for vermin, and magnets for drug and other criminal activity and, WHEREAS, the City of Port Arthur has defined the demolition and clearance activities as Slum and Blight for Spot Basis and, WHEREAS, the elimination of specific conditions of blight or deterioration on a spot basis is designed to comply with the statutory objective for CDBG funds to be used for the prevention of blight, on the premise that such action(s) serve to prevent the spread to adjacent properties or areas; and, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR; THAT the attached list of properties, see attachment #1, are scheduled for demolition and clearance and are defined as spot Slum and Blight; THAT a copy the caption of this Resolution be spread upon the minutes of the City Council.
