I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Williamson gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Monday, December
8, 2014 at 4:30 p.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Deloris "Bobbie" Prince; Councilmembers Raymond Scott, Jr., Tiffany
Hamilton, Stephen A. Mosely, Robert E. "Bob" Williamson and Kaprina Frank; Interim
City Manager John A. Comeaux, P.E., City Secretary Sherri Bellard and City Attorney
Valecia Tizeno.
Mayor Pro Tem Derrick Freeman was absent from the Special Executive Meeting.
Councilmember Morris Albright, III was absent from the Special Executive Meeting.
Councilmember Willie "Bae" was absent during the Special Executive Meeting.
II. *CLOSED MEETING (EXECUTIVE SESSION) — CONTINUED
Closed Meeting
(1) Section 551.072 Government Code — To Discuss The Value
Of The Land In The City's Extraterritorial Jurisdiction (ETJ)
(2) Section 551.071 Government Code — To Discuss With The
City Attorney Potential Litigation with The Premcor
Refining Group, Inc./ Valero
The City Council recessed their meeting at 4:35 p.m. to meet in Executive Session to
consider the above-mentioned topic, and reconvened their meeting at 5:18 p.m. with
the following members present: Mayor Prince; Councilmembers Scott, Hamilton,
Mosely, Williamson and Frank; Interim City Manager Comeaux; City Secretary Bellard
and City Attorney Tizeno.
MOTION IN OPEN SESSION
Councilmember Williamson read the following motion into the record:
I Move That The Offer Now Before Valero Is The Final Offer To Be
Accepted Or Rejected. Its Non-Negotiable.
The motion was made by Councilmember Williamson and seconded by Councilmember
Hamilton that the above-mentioned motion be adopted.
The following roll call vote was taken on the motion to adopt the above-mentioned
motion:
Councilmember Frank "Yes"
Councilmember Hamilton "Yes"
Councilmember Mosely "Yes"
Councilmember Scott "Yes"
Councilmember Williamson "Yes"
Mayor Prince "Yes"
The above-mentioned motion was adopted.
III. ADJOURNMENT
Upon the motion by Councilmember Williamson, seconded by Councilmember Frank and
carried unanimously, the City Council adjourned their Special Executive Meeting at 5:19
p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
