RE: P.R. No. 18810 — Creation of a Comprehensive Plan Advisory Committee (CPAC)
COMMENT:
RECOMMENDATION:
It is recommended that the City Council approve Proposed Resolution 18810 allowing for the
creation of a Comprehensive Plan Advisory Committee (CPAC); providing for appointment,
method of appointment, terms of office and duties of the CPAC.
BACKGROUND:
On September 17, 2013, pursuant to Resolution No. 13-413, City Council authorized a contract
with Freese and Nichols, Inc., for the diagnostic analysis and report of the City's Comprehensive
Plan, Zoning and Subdivision Ordinances.
One of the recommendations specified in the diagnostic report, is the creation of a
Comprehensive Plan Advisory Committee (CPAC) to function as part of the City's comprehensive
planning process and to participate in future revisions to the Comprehensive Plan.

SUMMARY:

RESOLUTION
A RESOLUTION CREATING A COMPREHENSIVE PLAN ADVISORY
COMMITTEE (CPAC); PROVIDING FOR APPOINTMENT, METHOD OF
APPOINTMENT, TERMS OF OFFICE, AND DUTIES OF THE CPAC.
WHEREAS, pursuant to Resolution No. 13-413, the City Council authorized a contract with
Freese and Nichols, Inc., for the diagnostic analysis and report of the City's Comprehensive Plan,
Zoning and Subdivision Ordinances; and,
WHEREAS, an updated Comprehensive Plan is a key policy document that will help make
the City livable and thriving by providing the vision and goals for Port Arthur to grow and
prosper as a 2151 Century City; and,
WHEREAS, public involvement is an important part of this effort and shall help encourage
and promote a public understanding of the planning process and provide public involvement in
shaping a successful future for the Port Arthur community; and,
WHEREAS, City Council has agreed to the establishment of the Comprehensive Plan
Advisory Committee (CPAC) to function as part of the City's comprehensive planning process and
to participate in future revisions to the Comprehensive Plan; and,
WHEREAS, the Comprehensive Plan Advisory Committee will enhance an updated
Comprehensive Plan by providing public discussion about the City of Port Arthur's future, by
fostering partnerships, and by raising public awareness; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
SECTION 1. That the facts and opinions in the preamble are true and correct.
SECTION 2. That there is hereby established the Comprehensive Plan Advisory Committee
(CPAC).
SECTION 3. That the appointment of members to, purpose, and operation of the
Comprehensive Plan Advisory Committee shall be as outlined in Attachment "A" hereto.

SECTION 4. That a copy of the caption of this Resolution shall be spread upon the minutes
of the City Council.
READ, ADOPTED, AND APPROVED, this day of January, A.D. 2015, at a Regular

COMPREHENSIVE PLAN ADVISORY COMMITTEE
Terms and Conditions:
1. The Comprehensive Plan Advisory Committee shall serve in a temporary advisory capacity
concerning the development and review of a Comprehensive Plan. The Committee shall
work with staff in formulating and reviewing the Comprehensive Plan's objectives, policies,
strategies and actions. The Committee shall expire upon the completion of the advisory
work and adoption of the Comprehensive Plan by the City of Port Arthur. Any previous
committees charged with review of a Comprehensive Plan are hereby expired;
2. The Comprehensive Plan Advisory Committee shall be composed of up to fifteen (15)
individuals, all of whom shall be current residents, property owners and qualified voters of
the City of Port Arthur with diverse backgrounds; and of nine (9) of the members being
appointed by each sitting councilmember having the right to appoint one (1 ) member
thereto by the date specified by the City Council; and of six (6) of the members to be
selected by the Director of Development Services or designee.
3. The committee members shall serve without pay or compensation;
Operational Procedures:
4. The committee shall elect a chairperson, vice-chairperson and secretary from its
membership;
5. The committee shall meet only when notified by the Director of Development Services or
for special informational meetings of the committee that may be called by the committee
chairperson or by three (3) committee members;
6. Notices of committee meetings shall be governed by Article 6252-17, V.T.S. (Open
Meetings Law), all meetings shall be open to the public, and minutes shall be kept on all
meetings by the committee secretary and filed with the City Secretary;
Function and Duties:
7. Adopt rules and procedures as necessary to carry out the business of the committee;
8. Promote citizen awareness of the Comprehensive Planning process to foster better
understanding and knowledge of vision and goals for Port Arthur to grow and prosper as
a 21ST Century City.
