ROLL CALL, INVOCATI'ON & PLEDGE The City Council of the City of Port Arthur met in Special Session on Tuesday, June 26, 2007 at 5:33 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Oscar G. Ortiz; Mayor Pro Tem Michael "Shane" Sinegal; Councilmembers Cai Jones, Thomas .1. Henderson, Martin Flood, Robert E. "Bob" Williamson and Deloris "Bobble" Prince; City Manager Steve Fitzgibbons; City Secretary Evangeline "Van" Green and City Attorney Mark T. Sokolow. Councilmember John Beard, ,lr. was absent from the Special Meeting. Councilmember Jack Chatman arrived at 6:09 p.m. II. Discussion Of The 2007 - 2008 Budget And Possible Bond Issue City Manager Steve Fitzgibbons and Finance Director Rebecca Underhill appeared before the City Council to discuss budgetary issues. They addressed issues related to total fund balances, sales tax revenues and proposed expenditures for capital and operating improvements. The City Manager and Finance Director presented a preliminary budget adoption schedule and a proposed $21 Million bond request. III. Discussion Of Funding For SETIO Projects Councilmember Williamson recused himself from the above-mentioned item and filed a conflict of interest affidavit with the City Secretary. Construction Superintendent Loye Kemp appeared before the City Council to present a SETIO/LSSDR (South East Texas Interfaith Organization / Lutheran Social Services Disaster Response) construction update for the Port Arthur Hurricane Rita Recovery Project. Mr. Kemp requested consideration in providing financial resources to pay for professional construction services for the months of July, August and September. City Manager Steve Fitzgibbons addressed SETIO funding needs and current allocations. IV. PUBLIC HEARING - 7:00 PI4 To Consider The Disannexation Of Tract :E - ~.78.2 Acres Out Of A Part Of Divisions A, Dennis Gahagan League, Abstract No. :L23 And Tract 2 - 25.76 Acres Of Land, Being Submerged Land Out Of And A Part Of Divisions A, Dennis Gahagan League Mayor Ortiz opened the above-mentioned Public Hearing at 7:00 p.m. City Attorney Mark Sokolow presented an overview of the proposed disannexation, The Mayor requested to hear from anyone present in the audience who wished to speak regarding the above-mentioned disannexation. No one appeared to address the public hearing. Upon the motion of Councilmember Henderson, seconded by Mayor Pro Tern Sinegal and carried unanimously, the City Council closed the Public Hearing at 7:03 p.m. V. ADJOURNMENT OF MEETING Upon the motion of Mayor Pro Tem Sinegal, seconded by Councilmember Chatman and carried unanimously, the City Council adjourned their meeting at 7:04 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
