No. 18870 — Appointing member(s) to the Historical Lancmark Commission COMMENT: RECOMMENDATION: It is recommended that the City Council approve Proposed Resolution 18870 appointing member(s) to the Historical Landmark Commission to serve the remainder of the three (3) year term, expiring April 29, 2017. BACKGROUND: Pursuant to Ordinance No. 14-15, members of the Historical Landmark Commission shall serve without pay or compensation and shall be appointed by resolution, duly passed by a majority vote of the City Council. The members shall be nominated by the corresponding numbered council person, with the ninth member being appointed by the mayor and be composed of at least one ( 1 ) of the following: 1. Member of the City Planning and Zoning Commission; 2. Licensed Architect; 3. Licensed Attorney; 4. Member of the Port Arthur Historical Society; 5. Member of the Jefferson County Historical Society. Due to there being no licensed architects residing in the City; it was deemed necessary to amend Section 14.351 as to the residence of the architect. As a result of this amendment, Dohn H. LaBiche, FAIA of the LaBiche Architectural Group, Inc. is being recommended to fill the vacancy of "licensed architect" on the Commission. BUDGETARY EFFECT: None STAFFING/EMPLOYEE EFFECT: None SUMMARY: It is recommended that the City Council approve Proposed Resolution 18870 appointing member(s) to the Historical Landmark Commission to serve the remainder of the three (3) year term, expiring April 29, 2017. P.R. NO. 18870 02/10/2015 PAGE 1 OF 6 RESOLUTION NO. A RESOLUTION APPOINTING MEMBER(S) TO THE HISTORICAL LANDMARK COMMISSION. WHEREAS, the Historical Landmark Commission was originally created by Ordinance No. 90-63; and, WHEREAS, per Ordinance No. 98-67, the City Council changed the composition of the board as to delete the alternate positions and to clearly delineate the manner of appointment as denoted in Article XI of Chapter 12 of the Code of Ordinances; and, WHEREAS, Ordinance No. 14-15 amended Ordinance No. 98-67 as it pertained to its composition and the manner in which board members are appointed; and, WHEREAS, the terms of office of the current members who have been appointed by the Mayor and Councilmembers from District 1, 2, 3, 4, 5, 6, 7 and 8 will expire on April 29, 2017, as delineated in Exhibit "A"; and, WHEREAS, pursuant to Section 14-351 (c) (2) of the Code of Ordinances of the City of Port Arthur, one member shall be a licensed architect; and, WHEREAS, the Mayor and Councilmembers wish to appoint Dohn H. LaBiche, FAIA to fill the vacancy of "licensed architect" on the Commission as delineated in Exhibit "B". NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the facts and opinions in the preamble are true and correct. THAT the City Council hereby appoint Dohn H. LaBiche, FAIA to serve in the position as "licensed architect" on the Historical Landmark Commission for the remainder of the three (3) year term, expiring on April 29, 2017. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council. P.R.
