A RESOLUTION ADOPTING THE GOVERNING RULES OF
THE CITY OF PORT ARTHUR YOUTH ADVISORY COUNCIL
(REQUESTED BY COUNCILMEMBER WILLIAMSON)
WHEREAS, the City Council established the Port Arthur Youth
Advisory Council (YAC) (formerly known as the Port Arthur Youth
Council) in 2002 ; and
WHEREAS, the Port Arthur Youth Advisory Council (YAC) has no
written governing rules and the City Council wishes to implement
the attached proposed governing rules for YAC, which are attached
hereto as Exhibit "A" .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and
correct .
THAT, the Governing Rules of the City of Port Arthur Youth
Advisory Council (a copy of which is attached and made a part
hereof as Exhibit "A" ) are hereby adopted.
THAT, a copy of the caption of this Resolution be spread upon
the Minutes of the City Council .
READ, ADOPTED AND APPROVED THIS day of March, 2015, at
a Regular Meeting of the City Council of the City of Port Arthur,
Texas, by the following vote : AYES :

Governing Rules of the City of Port Arthur
Youth Advisory Council
The Youth Advisory Council is comprised of students appointed by the City Council to serve in an
advisory role to the City Council. Each Council member shall have the right to appoint and be
represented by three (3) students at all times. It also provides for the educational, emotional and
mental growth of the membership of students through outreach municipal programs. The Mayor shall
serve as the Advisor of the group.
The Youth Advisory Council (YAC) shall be governed by the following Rules:
1. The term for service is two (2) years, with the possibility of reappointment for an additional two
(2) years.
2. Students from grade levels 8 through 12 are eligible to serve.
3. During the first (1st) meeting in February of each year, YAC members shall elect the following
officers from its membership for a term of one (1)year:
a. President
b. Vice-President
c. Secretary
d. Sgt-At-Arms
e. Chaplain
4. Those elected officers will preside at each meeting, with the attendance roll being checked at
each meeting. They will follow Robert's Rules of Order.
5. Meetings will be held on the 3rd Saturday of each month at 10 a.m. on the 4th floor of City Hall,
unless indicated otherwise.
6. YAC members are allowed to miss three (3) meetings and two (2) events; however, if we are
hosting the conference or summit, attendance is mandatory.
7. In the event that a member cannot attend a MEETING, the member must notify the President
two (2) days in advance. This absentee will be noted during the roll call at the meeting.
8. If a member cannot attend an EVENT, the member must notify the President seven (7) days in
advance and the President must notify the Sponsor immediately.
9. Failure to comply with the aforementioned rules can result in a member's dismissal from YAC.
10. In a case of insubordination or any form of offensive behavior, the Sponsor can, after conferring
with the Advisor and coming to a consensus, immediately dismiss the YAC member.
