RECOMMENDATION
I recommend that the City Council approve Proposed Resolution No. 18886 authorizing
the execution of a Change Order No. 1 to the contract with ALLCO, L.L.C., of
Beaumont, Texas for the construction of a temporary access road at the southwest
corner of the SWTP property; and the installation of four 4" electrical conduits; and
furnish & install aluminum winding transformers; and extending the contract time by ten
(10) calendar days for the construction of the alternate access road; and extending the
contract time by six calendar days for weather delays for January, not to exceed
$44,575.00.
BACKGROUND
This project is for the Phase 1 expansion of the Water Plant and will include electrical
modifications, new distribution pumps, rehab of existing pumps/motors and a new clear
well. On November 4th 2014, City Council authorize the execution of a contract for
Project 4, Phase 1. Currently, this change order is for (a) the construction of a
temporary access road at the southwest corner of the SWTP property to the existing
driveway adjacent to the Vista Village ditch (+$36,700.00); (b) installation of four 4"
electrical conduits by boring instead of cutting and patching the concrete paving
adjacent to the centrifuge building for installation of the same conduits in a duct bank
(+$11,275.00); (c) a deduct to furnish & install aluminum winding transformers in lieu of
copper winding transformers for the temporary transformers for quicker supply (-
$3,400.00); and, (d) extending the contract time by ten (10) calendar days for the
construction of the alternate access road; and (e) extending the contract time by six
calendar days for weather delays for January.
BUDGET/FISCAL EFFECT
This project will be charged through City Account No. 429-1258-532.59-00, and Project
No. WSI008.
SUMMARY
I recommend that the City Council approve Proposed Resolution No.18886.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE CHANGE ORDER NO 1 TO THE CONTRACT
BETWEEN THE CITY OF PORT ARTHUR AND ALLCO, L.L.C.
OF BEAUMONT, TEXAS, FOR PROJECT 4, PHASE I SURFACE
WATER TREATMENT PLANT IMPROVEMENTS, IN AN
AMOUNT NOT TO EXCEED $44,575.00, INCREASING THE
CONTRACT AMOUNT TO $12,417,886.00, AND THE
CONTRACT TIME BY 16 DAYS FOR WEATHER DELAYS AND
CONSTRUCTION OF AN ALTERNATE ACCESS ROAD, TO A
NEW CONTRACT TIME OF 416 DAYS,ACCOUNT NO. 429-1258-
532.59-00, PROJECT NO. WSI008.
WHEREAS, in order to meet increased demands for the sale of water for industrial
purposes, it was necessary for the City of Port Arthur to contract for the Phase 1 Surface Water
Treatment Plant Improvements; and,
WHEREAS, this is the first of two projects that will expand to size of the Water Plant
from a 20 MGD facility to a 40 MGD facility; and,
WHEREAS, per Resolution No. 14-564, the City entered into a contract with ALLCO,
L.L.C., of Beaumont, Texas, for the Phase I Surface Water Treatment Plant Improvements in the
not to exceed amount of$12,373,311.00; and,
WHEREAS, the project engineer, Arceneaux Wilson & Cole LLC, recommends
proposed Change Order No. 1 for (a) the construction of a temporary access road at the
southwest corner of the SWTP property to the existing driveway adjacent to the Vista Village
ditch (+$36,700.00); (b) installation of four 4" electrical conduits by boring instead of cutting
and patching the concrete paving adjacent to the centrifuge building for installation of the same
conduits in a duct bank (+$11,275.00); (c) a deduct to furnish & install aluminum winding

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct; and,
THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to
execute the attached Change Order No. 1 (Exhibit "A") to the contract between the City of Port
Arthur and ALLCO, LLC. of Beaumont, Texas, for the work described therein, increasing total
contract amount by $44,575.00, for a new total $12,417,886.00; and,
THAT, Change Order No. 1 increases the contract time by ten (10) calendar days for the
construction of the alternate access road; and extending the contract time by six (6) calendar days
for weather delays for January to a new term of 416 calendar days; with a new completion date
of February 18, 2017.
THAT, said funding for this contract is being provided to the City pursuant to the terms
of Resolution No. 12-287; and,
THAT, ALLCO, L.L.C. will not proceed until funds in the amount of $44,575.00 are
submitted to the City; and,
THAT, such funds shall be used only to make payments as required under this Change
Order No. 1; and,
THAT, a copy of the caption of this resolution be spread upon the minutes of the City
Council.

Dear Mr. Jonnson:
Attached is Change Order No. 1 for the Phase I Surface Water Treatment Plant Improvements
project. This change order is for (a) the construction of a temporary access road at the
southwest corner of the SWTP property to the existing driveway adjacent to the Vista Village
ditch (+$36,700.00); (b) installation of four 4" electrical conduits by boring instead of cutting and
patching the concrete paving adjacent to the centrifuge building for installation of the same
conduits in a ductbank (+$11,275.00); (c) a deduct to furnish & install aluminum winding
transformers in lieu of copper winding transformers for the temporary transformers for quicker
supply (-$3,400.00); and, (d) extending the contract time by ten (10) calendar days for the
construction of the alternate access road; and (e) extending the contract time by six calendar
days for weather delays for January.
The temporary access road had to be constructed as a means of hauling dirt from the site for
the construction of the new clearwell. This change provides an alternate means of
ingress/egress without delaying the project. Ten additional days were requested for the
construction of this access road.
The installation of conduit by boring will allow unimpeded access to the centrifuge building
instead of causing the sludge disposal process to be delayed or temporarily shut down for the
installation of the electrical ductbank. This will keep the plant operation as optimal as possible
during the construction. Although this is an additional cost, the ability to continue to haul sludge
unimpeded is crucial to plant operations.

found the delivery time was several weeks and that aluminum wound transformers could be
provided for a savings to the contract. Since these transformers are for temporary power only,
the savings were worth the consideration.
The total cost for this change order will increase the contract amount $44,575.00. We
recommend that the City of Port Arthur authorize this change order to the contract as submitted.
We have attached Change Order No. 1 which modifies the contract to reflect this change for
your consideration and action. Should you have any question or require additional information,

1. Construct a temporary new roadway and entrance at the southwest corner of the property,
approximately 475 feet long and 24 feet wide consisting of 8" of crushed concrete with a layer
of geofabric underneath. Including labor, materials, equipment, subcontract, markup/OH/Bond.
All for a lump sum price.
a. Temporary Road 1 LS $36,700.00 [+] $36,700.00
b. Contract time extension of 10 calendar days.
2a. Change from electrical ductbank to bore of a total of four (4), 4" conduits under the slab
adjacent to the centrifuge building. This will allow the existing concrete paving at the centrifuge
building to not have to be cut and patched for the installation of the ductbank. Including labor,
materials, equipment, subcontract, markup/OH/Bond. All for a lump sum price.
