HomeMy WebLinkAboutPR 18907: CONTRACT WITH WHITLEY PENN, LLP AS INDEPENDENT AUDITOR FOR FISCAL YEAR 2014 Memorandum City of Port Arthur, Texas Finance Department To: Brian McDougal, City Manager From: Deborah Echols, Director of Finance 01H Date: March 11, 2015 Subject: Proposed Resolution 18907 RECOMMENDATION I recommend the approval of Proposed Resolution No. 18907 authorizing the City Manager to negotiate a contract with Whitley Penn, LLC for auditing services for fiscal year 2014 with an option to renew for four subsequent year. BACKGROUND The City of Port Arthur advertised for Request for Qualifications (RFQs) for auditing services on February 1St and 8th of 2015. Eight Statements of Qualifications were received. The RFQ evaluation committee reviewed the statements using the published evaluation criteria. Whitley Penn, LLP scored highest based on the criteria. The evaluation matrix is Attachment A to the Proposed Resolution. BUDGETARY EFFECT Funds for auditing services are budgeted in the Finance Department account number 001-1031- 515.54-00 STAFF/EMPLOYEE EFFECT The City Manager or his designee will negotiate this contract. SUMMARY I recommend the approval of PR 18907 authorizing the City Manager to negotiate a contract with Whitley Penn LLC for auditing services for fiscal year 2014 with an option to renew for four subsequent years. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND WHITLEY PENN, LLP AS INDEPENDENT AUDITOR FOR THE CITY OF PORT ARTHUR FOR FISCAL YEAR 2014 WITH THE OPTION TO RENEW FOR FOUR SUBSEQUENT YEARS. WHEREAS, the City of Port Arthur advertised for Request for Qualifications (RFQs) for auditing services on February 1St and 8'1' of 2015 ; and WHEREAS, the City of Port Arthur received qualifications statements from eight (8) certified public accounting firms; and, WHEREAS, the RFQ evaluation committee,having reviewed said statements and having used the published evaluation criteria,recommends Whitley Penn,LLP for these auditing services; and, WHEREAS, the City Council finds it to be in the best interest of the citizens of Port Arthur to negotiate a contract for the providing of these services; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT,the City Manager is hereby authorized and directed to negotiate a contract on behalf of the City of Port Arthur with Whitley Penn, LLP for an independent audit of all accounts of the City and the Port Arthur Economic Development Corporation for the 2014 fiscal year with an option to renew for four subsequent years. Section 1. The facts and opinions in the preamble are true and correct. Section 2. That a copy of the caption of this Resolution shall be spread upon the Minutes of the City Council.
