Nature of the Request:
Request to transfer twelve (12) 2009 SHSP Grant purchased multi gas detectors to various
Fire Departments in Hardin and Jefferson County. The purchase was 100% grant funded.
Staff Analysis, Considerations:
These gas detectors have reached an age where the individual sensors will require
replacement. The Fire Department entered into a lease agreement last year to replace these
units. The State requires that equipment purchased with grant funds to be transferred to
jurisdictions in the region if they can be utilized.
Recommendations:
The Fire Department recommends approval of this resolution.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER AND
FIRE CHIEF TO TRANSFER AIR MONITORING
EQUIPMENT TO HARDIN COUNTY AND JEFFERSON
COUNTY.
WHEREAS, the Port Arthur Fire Department received the 2009
State Homeland Security Grant (SHSP) to purchase 16 MultiRae Plus
Air Monitors with battery chargers; and,
WHEREAS, two (2) monitors were transferred to the Port Neches
Fire Department and two (2) were transferred to the Groves Fire
Department; and
WHEREAS, the remaining twelve (12) air monitors have reached
an age where various sensors need to be replaced; and,
WHEREAS, the Fire Department entered into a lease agreement
last year to replace these monitors and no longer needs the old
equipment; and,
WHEREAS, the SHSP mandates that equipment be transferred to
other agencies in the region if needed; and,
WHEREAS, Fire Departments in Hardin and Jefferson County have
requested the used equipment .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are
true and correct .
Section 2 . That the City Manager and Fire Chief are hereby
authorized to do all things necessary to transfer the items listed
in Exhibit A to Hardin County.
Section 3 . That the City Manager and Fire Chief are hereby
authorized to do all things necessary to transfer the items listed
in Exhibit b to Jefferson County.
Section 4 . That a copy of the caption of this Resolution
be spread upon the Minutes of the City Council .

Arthur. The jurisdiction/organization receiving the property Hardin County certifies that they have
knowledge of the laws, rules and regulations of the aforementioned grant for the year of the
award. The Grantee further certifies that they agree to be bound by all the contract covenants
and exhibits to the Grantor's Sub-Recipient agreement and any modifications or amendments to
that agreement as if they were written here. The Grantor and Grantee further certify that they are
duly authorized and empowered by their governing body to enter into this agreement. The
Grantor further certifies that the Grantee has complied with all State and Federal eligibility
requirements.
