City of PO nrt rthrrr Texas INTEROFFICE MEMORANDUM Office of the Fire Chief Date: April 15, 2015 To: Brian McDougal, City Manager From: Larry Richard, Fire Chief RE: Proposed Resolution 18912 Nature of the Request: Request to trade in used 2007 BZPP Grant funded dive equipment for new dive equipment and training. The 2007 BZPP Grant was 100% federal funded. Staff Analysis, Considerations: The dive equipment that was purchased in 2007 is no longer needed by the Port Arthur Fire Department Dive Team. The equipment consisted of commercial type dive helmets with an umbilical attached to the surface. Personnel trained to use this equipment have retired and it is not economically feasible to train new members on its use. All divers are currently trained to the public safety diver level. Trading in the old equipment will allow new dry suits, and other needed equipment and training to be purchased. The Purchasing department solicited and received three (3) quotes to trade in the old equipment and purchase new equipment and training, and True Blue Watersports (TBW) was the best responsive quote. The Fire Department solicited the Fair Market Value of the used equipment from a vendor with no interest in purchasing the equipment ($17,220) and it closely matched TBW's Quote ($17,228). The Fire Department has used TBW in the past for both equipment and training and found them to be very reliable and professional. Recommendations: The Fire Department recommends approval ofthis resolution. Budget Considerations: The cost of the new equipment is equal to the trade in value of the used equipment, so no budgeted funds will be needed. A RESOLUTION AUTHORIZING THE CITY MANAGER AND FIRE CHIEF TO EXCHANGE USED/SURPLUS DIVE EQUIPMENT FOR NEW DIVE EQUIPMENT AND TRAINING SERVICES WITH TRUE BLUE WATERSPORTS OF LAKE CHARLES, LOUISIANA. WHEREAS, the Port Arthur Fire Department received dive equipment from the 2007 Buffer Zone Protection Plan (BZPP) Grant; and, WHEREAS, the used dive equipment is no longer needed by the Port Arthur Fire Department Dive Team and is deemed surplus, and all individual items have a fair market value under $5, 000 ; and, WHEREAS, the State Administrative Agency (SAA) allows disposal of items with a fair market value under $5, 000 with no obligation; however, they encourage the use of proceeds from the sale to further the Homeland Security Grant Program; and, WHEREAS, the Fire Department requested the fair market value from an impartial vendor attached as "Exhibit A" ; and, WHEREAS, the Purchasing Department solicited and received three (3) quotes for the trade in of the used dive equipment for new equipment and training as denoted in the Bid Tabulation attached hereto as "Exhibit B" ; and, WHEREAS, True Blue Watersports of Lake Charles, Louisiana, furnished the best and most responsive quote; and, WHEREAS, the quote supplied by True Blue Watersports will result in an even trade with no exchange of funds, attached hereto as Exhibit "C" . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Manager and Fire Chief are hereby authorized to do all things necessary to trade in the used dive equipment for the new dive equipment and training listed in "Exhibit B" for an even trade with no exchange of funds . Section 3 . That the aforementioned dive equipment is deemed surplus . Section 4 . That a copy of the caption of this Resolution be spread upon the Minutes of the City Council .
