Nature of the Request:
This project was to install and furnish a new Motor Control Center for the 46th Street Lift Station. The
original MCC has been in service for over 30 years and has rusted out due to the environmental conditions
at the sewer lift station. 45th Street Lift Station is one of our largest stations that pump wastewater to our
Main Wastewater Treatment Plant.
Five bids were received on December 10, 2014, and the lowest responsive bid was submitted by Gonzales
Electrical Systems, LLC.
Gonzales Electrical was not licensed in the State of Texas to perform the work. The Utility Operations
Department will also make changes to the specifications for this equipment. This equipment will be re-bid
and brought before Council at a future date.
Staff Analysis, Considerations:
Existing staff will monitor the contractor's performance.
Recommendation:
I recommend that the City Council rescind Resolution No. 15-059 authorizing the execution of a contract
for the installation of a new Motor Control Center for the 46th Street Lift Station. Gonzales Electrical
Systems, LLC, of Beaumont, Texas, submitted the lowest bid for the project with a total bid of$31,745.00.
Budget Considerations:
This project was funded from the Utility Operations budget 410-1255-532.92-00.

RESOLUTION NO.
A RESOLUTION RESCINDING IN ITS ENTIRETY
RESOLUTION NO. 15-059 WHICH AUTHORIZED THE
AWARD OF BID AND THE EXECUTION OF A
CONTRACT FOR THE INSTALLATION OF A MOTOR
CONTROL CENTER AT THE 46th STREET LIFT
STATION WITH GONZALES ELECTRICAL SYSTEMS,
LLC, OF BEAUMONT, TEXAS, IN AN AMOUNT NOT
TO EXCEED $31,745.00
WHEREAS, pursuant to Resolution No. 15-059, the City Council awarded a contract for
services for the installation of a new Motor Control Center for the 46th Street Lift Station to Gonzales
Electrical Systems; and,
WHEREAS, Gonzales Electrical System, as of this date, has not executed the contract
for this project and has declined to perform the work; and,
WHEREAS, it is in the best interest of the citizens of Port Arthur that the City Council
rescind the contract with Gonzales Electrical Systems of Beaumont, Texas;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT, the City Council hereby rescind Resolution No. 15-059 in its entirety, which
awarded a contract for services to Gonzales Electrical Systems, LLC, for the Motor Control
Center at the 46th Street Lift Station in the amount of$31,745.00; and,
THAT,the facts and opinions in the preamble are true and correct; and,
THAT a copy of the caption of this resolution be spread upon the minutes of the City
Council.
