RE: P.R. No. 18955—Authorizing the execution of a contract extension
between the City of Port Arthur and Freese and Nichols, Inc.
Nature of the request:
Attached is P.R.No. 18955 authorizing the execution of a contract extension between
the City of Port Arthur and Freese and Nichols, Inc. for the completion and adoption
of the Port Arthur Downtown Revitalization Plan.
Staff Analysis/Considerations:
On April 15, 2014, the City of Port Arthur City Council awarded a contract to
Freese and Nichols, Inc. in the amount of$731,000.00 for the development of the
Port Arthur Downtown Revitalization Plan.
In accordance with Article III of said contract, the Port Arthur Downtown
Revitalization Plan was estimated to be completed within ten months of the notice
to proceed dated for March 5, 2015. Due to the complexity of the project,
coordination of several sub-consultants, and coordinating various meetings with
City staff, stakeholders, and the public, a request is being made to extend the
contract with Freese and Nichols, Inc. until September 30, 2015.
Recommendation:
Staff recommends that the contract with Freese and Nichols, Inc. be extended to
September 30, 2015. The project is currently in the final phase before adoption.
Budget Consideration:
None

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT EXTENSION BETWEEN THE CITY OF
PORT ARTHUR AND FREESE AND NICHOLS, INC. OF
HOUSTON, TEXAS, FOR THE DEVELOPMENT OF THE PORT
ARTHUR DOWNTOWN REVITALIZATION PLAN.
WHEREAS, per Resolution No. 14-186, on April 15, 2014, the City entered into a
contract with Freese and Nichols, Inc. for the development of the Port Arthur Downtown
Revitalization Plan; and,
WHEREAS, Freese and Nichols, Inc. began the Downtown Revitalization Plan on May
5, 2014; and,
WHEREAS, in accordance with Article III of said contract, the Port Arthur Downtown
Revitalization Plan was estimated to be completed within ten months of the notice to proceed
dated for March 5, 2015;
WHEREAS, due to the complexity of the project, coordination of several sub-
consultants and coordination of various meetings with City staff, stakeholders, and the public, a
request is being made to extend the contract until September 30, 2015; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That a contract extension is herein approved and the City Manager is
authorized to execute the contract extension, as attached as Exhibit"A".
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes
of the City Council.

PROJECT: Downtown Revitalization Plan
Ms.Tubbs,
Freese and Nichols,Inc.began the Downtown Revitalization Plan on 5/05/2014,with a project completion
date of 3/05/2015. Due to the complexity of the project, coordination of several subconsultants, and
coordinating various meetings with City staff,stakeholders,and the public, the project has exceeded the
original expiration date listed in the notice to proceed. We would like to request an extension to
09/30/2015. The project is currently in the final phase (recommendations)with a few key meetings left
before City Council adoption this summer. Although we anticipate the project completion prior to the
requested extension,we want to make sure that City staff, stakeholders,City leadership,and the public
are satisfied with the final plan before it is completed. Thank you for your consideration and if any other
documentation is needed,we will gladly provide it.
