No. 18981 —Designating the building formerly known as the First National Bank Building as a Local Historical Landmark. Nature of the request: Attached is P.R. No. 18981 designating the building formerly known as the First National Bank Building, located at 501 Procter Street, Port Arthur, Jefferson County, Texas, as a Local Historical Landmark. Staff Analysis/Considerations: On April 23, 2015, the Port Arthur Historical Landmark Commission was presented with case H15-01 in which the Port Arthur Economic Development Corporation requested that the building be designated as a Local Historical Landmark. Recommendation: The Commission considered the facts in the case and voted 8-0 to recommend to the City Council of the City of Port Arthur that, pursuant to Article XI, Section 14-353 of the Port Arthur Code of Ordinances, designate the building formerly known as the First National Bank Building as a Local Historical Landmark. A RESOLUTION DESIGNATING THE BUILDING FORMERLY KNOWN AS THE FIRST NATIONAL BANK BUILDING, LOCATED AT 501 PROCTER STREET, PORT ARTHUR, JEFFERSON COUNTY, TEXAS, AS A LOCAL HISTORICAL LANDMARK. PORT ARTHUR HISTORICAL LANDMARK COMMISSION CASE NO. H15-01. WHEREAS, the building formerly known as the First National Bank Building, located at 501 Procter Street, was designed by New Orleans architects Favrot & Livaudais, and was one of their important works; and, WHEREAS, the building was built in 1930 by the Port Arthur construction company, Chirsty Dolph Collins; and, WHEREAS, the former First National Bank Building is a very fine example of one of two remaining Classical Revival buildings in Port Arthur and was home to a significant Southeast Texas business enterprise that was deeply connected to the early oil and shipping foundation of Port Arthur's economic history; and, WHEREAS, the exterior and interior of the structure has been faithfully restored to its original grandeur by the Port Arthur Economic Development Corporation and its historical restoration architects and contractors; and, WHEREAS, on April 23, 2015, the Port Arthur Historical Landmark Commission was presented with Case H15-01 in which the Port Arthur Economic Development Corporation requested that the building formerly known as the First National Bank Building, located at 501 Procter Street, Port Arthur, Jefferson County, Texas, be designated as a local historical landmark; and, P.R.NO.18981 05/06/2015—PDL PAGE 2 of 3 WHEREAS, the Port Arthur Historical Landmark Commission considered the facts in the case and voted 8-0 to recommend to the City Council of the City of Port Arthur that, pursuant to Article XI, Section 14-353 of the Port Arthur Code of Ordinances, the City Council designate the building formerly known as the First National Bank Building, located at 501 Procter Street, Port Arthur, Jefferson County, Texas as a local historical landmark; and, WHEREAS, the recommendation of the Port Arthur Historical Landmark Commission in Case No. H15-01 is hereby submitted to the City Council, and there having been due deliberation by the City Council; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinion in the preamble are true and correct. Section 2. That the building formerly known as the First National Bank Building, located at 501 Procter Street, Port Arthur, Jefferson County, Texas, be designated as a local historical landmark pursuant to Article XI, Section 14-353 of the Port Arthur Code of Ordinances. Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
