Nature of the Request:
Seek permission from City Council to apply for the 2015 Port Security Grant
Staff Analysis, Considerations:
It this grant application is successful the Fire Department will purchase a fire boat($345,000)
capable of producing 1500 GPM fire streams with the capability of foam delivery. This boat
is approximately 28 foot long and the Fire Department has boat operators capable of
operating this boat with minimal training. The Fire Department currently has no waterside
marine firefighting capability; this boat will be able to access areas that the larger tug boat
fire pumps cannot navigate due to draft. See attached information sheet.
The hazardous materials response vehicle ($845,000) will replace the Fire Department's
current 2004 vehicle that has been in frontline service for over ten years and starting to show
its age. The current vehicle would be used to support dive operations that would reduce road
miles and extend the useful life of the vehicle.
Recommendations:
The Fire Department recommends approval of this resolution. The grant must be submitted
by May 19, 2015
Budget Considerations:
The total cost of this project is estimated to be $1,190,000 with $892,500 (75%) federal and
$297,500 (25%) local. The local cost of this project will have to be budgeted in the 2015-
2016 fiscal budget. The grant is structured that either one or both pieces of equipment may
be approved.

2015 PSGP Fire Boat Need Justification
PAFD Fire Boat Proposal
The current boat in use by the PAFD is a 27 foot Search and Rescue craft purchased off a 2008
PSGP award. This boat was purchased to replace an older 24 foot Search and Rescue craft that
had reached the end of its service life. The primary function of this vessel is to conduct Search
and Rescue functions and operate as a Dive Rescue and Recovery platform. The current boat was
specified with those functions in mind coupled with the ability to operate in open water under
inclement conditions.
The proposed fire boat has been specified to address identified marine fire threats located within
our jurisdiction and those activities that may impact our community. The proposed specifications
are for a Type IV Fire Boat—28' hull length, 9.5' wide, trailerable, cargo capacity of 4,000 lbs
with a pumping capacity of 1,500 gpm.
This size vessel would be easily transported by trailer quickly to any launch location along the
Sabine Neches waterway. The current trained marine operators would be able to operate this boat
which will have similar electronics, navigation aids, and propulsion units.
Costs
• Total Project Cost $345,000
• Federal Share $258,750 (75%)
• City Share $86,250 (25%)
Operation and Maintenance
• Approximately $2,500 annually (Fuel & preventive maintenance)
Use
• Primary Use: Marine Firefighting and waterborne support of dockside fire operations
• Secondary Use: Salvage &Recovery Operations (i.e. Oil spill response support)
Storage
• Boat will be stored and maintained at existing fire department facilities
• Discussions with the USCG indicate that the storage of the vessel at their small boat
facility on Pleasure Island is a workable option to expedite the deployment of the craft.
Training
• No significant additional training required for current boat operators.
• No additional personnel licensing or certification required
Current Marine Firefighting Capability
• PAFD currently has no waterborne marine firefighting capability.
• There are no waterborne marine firefighting vessels readily available in the region.
o There are no public safety entity marine firefighting vessels in the region.
o Private sector assets are seldom available for mutual aid support, slow to deploy,
and not accessible to many areas.
Explored Marine Firefighting Options
• Floating Pumps
o Inadequate water supply
o Inadequate on station time (fuel capacity)
o Require divers to operate in the water(safety issue)
o Limited control of fire streams
o Not deployable in inclement weather or rough water
• Retrofitting a fire pump on the existing rescue boat
o Cost of the retrofit approximately the same at the City share of the proposed
project
o Would decrease the amount of rescue capacity of the current craft
o Maximum water supply capability would be approximately 25%of the proposal
o Pump fuel capacity and on station firefighting capability significantly less that the
proposal
• Dedicated Fireboat
o Timely and effective response to marine fires.
o Type I & Type II Vessels
• Require additional training, licensing, and certification of operators
• Due to large size,must be maintained in the water
• Would require additional facilities and personnel
• Annual operation and maintenance costly
o Type III Vessel
• Require additional training, licensing, and certification of operators
• Larger size would restrict deployment and operation
o Type IV Vessel
• No additional licensing or certification of operators is required
• Smaller size,vessel is trailerable for quick deployment to launch sites
• No additional facilities or personnel required to field
• Adequate flow capacity for deployment of effective fire streams
(1,500+gpm).
o Type V Vessel
• Inadequate flow capacity for deployment of effective fire streams (<500
gpm).
Recommendation
The procurement of a Type IV Fire Boat through the Port Security Grant Process will address a
significant public safety need. This option would be more cost effective and provide a greater
benefit to the citizens of Port Arthur than other explored options.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE FIRE CHIEF AND POLICE
CHIEF TO APPLY FOR THE 2015 PORT SECURITY GRANT
WHEREAS, the Fire Chief and Police Chief have been made
aware that 2015 Port Security Grant funds may be available; and
WHEREAS, the Fire Department has identified equipment needs
that match the grant criteria; and
WHEREAS, the Fire Department seeks to purchase a 28 foot,
1500 GPM fire boat and a new hazardous materials response
vehicle; and
WHEREAS, the City Council of the City of Port Arthur finds
it to be in the best interest on the citizens of Port Arthur to
authorize application for the grant; and
WHEREAS, the cost of the fire boat is estimated to be
$345, 000 and the cost of the hazardous materials response
vehicle is estimated to be $845, 000, making the total grant
application estimated to be $1, 190, 000; and
WHEREAS, the grant is 756 federal funded ($892 , 500) with a
256 ($297, 000) local match for a total of $1, 190 , 000 ; and
WHEREAS, the Fire Department does not have funds budgeted
for this project, if the grant is approved funding would have to
be included in the upcoming FY 2015-2016 budget; and
WHEREAS, the deadline to submit the application for the
2015 Port Security Grant is May 19, 2015 .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are
true and correct .
Section 2 . That the Fire Chief and Police Chief are
authorized to do all things necessary to apply for the 2015 Port
Security Grant and to execute such other documents as necessary
to apply for the grant .
Section 3 . That a copy of the caption of this resolution
shall be spread upon the Minutes of the City Council .
