Staff Analysis, Consideration: Presented for City Council consideration and approval is Proposed Ordinance 6464amending the City's 2014-2015 Water and Sewer fund budget by $114,000 to fund the cost of the two (2) positions in the Water and Sewer fund approved by you. Budget Consideration: This budget amendment is necessary because the positions were not funded in the original budget ordinance no. 14-37. It will increase the budgeted deficit to ($3,776,426). AN APPROPRIATION ORDINANCE AMENDING THE BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2014 AND ENDING SEPTEMBER 30, 2015 FOR THE WATER AND SEWER FUND BY $114,000 IN ORDER TO FUND OPERATING COSTS WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council may make emergency appropriations from time to time; and WHEREAS, the City Council may make budget amendments for emergencies under Section 102.009 and for Municipal purposes under Section 102.010 Local Government Code; WHEREAS, on September 22, 2014, the City Council approved and adopted Ordinance 14-37 which appropriated the 2014-2015 budget; and WHEREAS,additional funding is required in the Water and Sewer Fund to fund the Utility Billing and Collections Manager and Utility Operations Manager positions and the related costs of filling those positions. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the Water and Sewer Fund budget be increased $114,000.00 to fund the Utility Billing and Collections Manager and Utility Operations Manager positions and the related costs of filling those positions. Section 3. That Section 6 of Ordinance 14-37 be amended to read: That there be and is hereby appropriated the sum of Twenty Million, Eight Hundred Forty Two Thousand,Five Hundred Twenty Six Dollars($20,842,526)to the Water and Sewer Fund for the payment of the Operating Expenses, and necessary Capital Outlay for the Water and Sewer Department. Section 4. That a copy of the caption of this Ordinance be spread upon the minutes of the City Council. Section 5. That this Ordinance shall be effective immediately.
