FOR THE PROVISION OF PROFESSIONAL ARCHITECTUAL SERVICES FOR RENOVATION OF THE DOWNTOWN PAVILION AND PEOPLES PARK IN AN AMOUNT NOT TO EXCEED $54,000.00. FUNDING AVAILABLE IN ACCOUNT NO(S) . 001-1207-531.54-00 ($20, 000.00) , 120-1429- 582 .59-05 ($24, 000.00) , External Grant to LaBiche Architectural Group [previously received] ($10, 000.00) WHEREAS, the City of Port Arthur has put in place a Master Plan Concept for the development of the downtown area as a complementary function to the City of Port Arthur Comprehensive Plan; and, WHEREAS, the Downtown Pavilion and Peoples Park are key elements to ignite and sustain downtown re-development; and, WHEREAS, it is prudent to obtain the services of a professional architectural firm to develop a holistic plan and design for the renovation of the Downtown Pavilion and Peoples Park; and, WHEREAS, The LaBiche Architectural Group, Inc. is qualified to perform such professional architectural services to include the development of schematic designs, design development, construction documents, bidding, and construction administration; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1: That the facts and opinions of the preamble are true and correct. No. 19029 06/15/15 att P. 2 Section 2 : That the City Manager is hereby authorized to enter into an agreement with The LaBiche Architectural Group, Inc. to provide professional architectural services for the renovation of the Downtown Pavilion and Peoples Park , in substantially the same form as Attachment "A". Section 3. That the funding for said agreement is not to exceed $54, 000 as delineated in the caption hereof. Section 4 . That a copy of the caption of the Resolution be spread upon the Minutes of the City Council . (hereinafter PROJECT "Architect") shall provide to the City of Port Arthur (hereinafter"Client") the services CONSULTING described below for the compensation described below.This proposal is based upon our experience with previously completed parks and those which are now under construction. PLANNING PROJECT INFORMATION: INTERIOR The project,as we understand it,is renovations at the entertainment pavilion and Peoples DESIGN Park.The work shall include design of a new waterpark/fountain feature,renovation of the existing park and addition of utility amenities for Peoples Park. The work at the entertainment pavilion includes both hard and soft scapes and landscaping.The basis for these designs shall be the Proctor Street Masterplan completed by our office in 2011.As part of our services,our staff will visit the project sites to verify existing conditions,meet with City staff,Council and citizen groups in order to verify the scope of work at the pavilion and park.It is our understanding that the total construction budget including A/E fees is Six Hundred Thousand Dollars ($600,000.00)allocated as follows: $200,000 for the pavilion landscaping and$400,000 for Peoples Park improvements. SCOPE OF WORK The Architect and the Architect's consultants shall perform those services described below: 1. Verify site conditions and note items of work. 2. Meet with citizen groups to verify park master plans and document meetings for verification of design directives. 3. Prepare notes,drawings,power point presentations for City Council workshop and council meetings. 4. Prepare Construction documents for the purpose of receiving bids for the work. Including all required Civil,structural and MEP engineering. 5. Provide Bidding and Construction Observations through completion of the construction. 1of3 Architectural Proposal for Entertainment Pavilion&Peoples Park COMPENSATION: The scope of work outlined above will be performed for a fixed fee of Forty-Four Thousand Dollars ($44,000.00),plus reimbursable expenses and distributed as follows: Schematic Design 15% $ 8,100 Design Development 20% $10,800 Construction Documents 40% $21,600 Bidding 5% $ 2,700 Construction Administration 20% $10,800 Total Fee 100% $54,000 Grant Credit ($10,000) Total Fee less Grant Credit $44,000 ❑ Additional Services requested by Client will be charged hourly per the fee schedule attached. ❑Reimbursable expenses shall include all printing required for the project.Other expenses shall be approved by Owner prior to expenditures.Cost of reimbursable expenses shall be billed at 1.25 times the expenditure.Reimbursable expenses shall not exceed$3,000.00. ❑ Exclusions: 1. Fees for the review and inspection of projects for compliance with the Texas Accessibility Standards. 2. Site elevation and utility location surveys. 3. Any services related to the Client's due diligence including,but not limited to:obtaining letters of utility availability and environmental assessments.
