RE: Memorandum of Understanding Supporting Mass Preventative Measures During a
Disaster
Nature of the Request: This is a Memorandum of Understanding between the City of Port
Arthur and Total Petrochemical, Port Arthur, Texas, to operate as a closed Point of Distribution
(POD) host during a public health emergency. The City of Port Arthur will provide the host site
with training necessary to be a dispensing site for their employees, their families and contractors
(if any) in the event of a public health emergency.
Staff Analysis, Considerations: None
Recommendations: It is recommended that the City Council approve P.R No.19081, authorizing
the City Manager and the City Health Director to execute a Memorandum of Understanding
between the City of Port Arthur and Total Petrochemical, Port Arthur, Texas to support mass
preventative measures to a designated population in the event of a disaster or a public health
emergency.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER AND
THE CITY'S HEALTH DIRECTOR TO EXECUTE A
MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
OF PORT ARTHUR AND TOTAL PETROCHEMICAL, PORT
ARTHUR TO SUPPORT MASS PREVENTATIVE MEASURES
THAT PRESERVES HEALTH AND PREVENTS THE SPREAD OF
DISEASE DURING A PUBLIC HEALTH EMERGENCY.
WHEREAS, the Centers for Disease Control and Prevention (CDC) have
established a program to require local public health departments to prepare in the event of
a catastrophic biological incident; and,
WHEREAS, the CDC, through the state health departments, will provide assets
from the Strategic National Stockpile (SNS), which includes medications and medical
supplies to the City of Port Arthur to be distributed to Point of Distribution (POD) hosts;
and,
WHEREAS, Total Petrochemical in Port Arthur has agreed to be a host
dispensing site for a specific population and operate the site as a closed Point of
Distribution(POD) in the event of a disaster or public health emergency.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That,the facts and opinions in the preamble are true and correct.

Section 2. That, the City Manager and City's Health Director are herein
authorized to execute the Memorandum of Understanding, in substantially the same form
as attached hereto as Exhibit "A".
Section 3. That, a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
