Staff Analysis, Considerations: The Fire Department and Police Department secured a 2014 Port Security Grant to construct a new radio tower located near the water treatment plant located on HO Mills. SETRPC secured Texas Homeland Security State Administrative Agency (THSSA) grant funds to purchase and install the microwave communications equipment. This equipment will back up the T1 lines that connect the radio towers in the South East Texas Regional Radio System to the master site in Beaumont. The equipment will be purchased by SETRPC and passed-through to the agencies with radio towers. Recommendations: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE SOUTH EAST TEXAS REGIONAL PLANNING COMMISSION FOR CITY OF PORT ARTHUR UTILIZATION OF COMMUNICATIONS EQUIPMENT PURCHASED BY SOUTHEAST TEXAS REGIONAL PLANNING COMMISSION WITH TEXAS HOMELAND SECURITY STATE ADMINISTRATIVE AGENCY GRANT FUNDS. WHEREAS, the South East Texas Regional Planning Commission (SETRPC) received Texas Homeland Security State Administrative Agency (THSSAA) funds for communication equipment; and WHEREAS, SETRPC used the funds to purchase equipment for use on the Southeast Texas Regional Radio System; and WHEREAS, the City of Port Arthur is a stakeholder in the Southeast Texas Regional Radio System; and WHEREAS, SETRPC wishes to transfer (pass-through) the equipment to the City of Port Arthur, that will be located on the new radio tower located in Port Arthur, for point to point microwave communication between the new radio tower and the master site located in Beaumont; now therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council herein authorizes the City Manager to execute an MOU with the South East Texas Regional Planning Commission in substantially the same format as Exhibit "A" . Section 3 . That a copy of the caption of this resolution shall be spread upon the Minutes of the City Council . The equipment is provided to the receiving party to further public safety, enhance security and protect the South East Texas region from acts of terror and other disasters. The MOU establishes the responsible party for the use, custody, control, maintenance, disposition and notification of disposition of equipment purchased with Department of Homeland Security THSSAA funds. Inventory control of equipment as specified and in accordance with THSSAA Policy and Requirements (full physical inventory every 24 months) b. Inventory control of equipment loaned to a non-governmental entity in accordance with THSSAA Policy and the Uniform Grant Management Standards. c. Maintaining any issued equipment in good working order. d. Ensuring the equipment is used only as allowable under the grant and in furtherance of the Emergency Operations Plan. e. Ensuring that SETRPC is notified in writing within 30 days when passed-through equipment is disposed of and all documentation necessary for disposition is completed by receiving agency and provided to SETRPC.
