RE: P.R.No. 19096—Calling for a Public Hearing
Nature of the request:
Attached is P.R. No. 19096 calling for a public hearing to consider a specific use
permit for approximately 0.1791 acre of land consisting of the W65' of S120' of
S240' of Lot 2, Block TR8, Procter Extension. The property is located at 4115 3`d
Street [north of 3`a Street and west of George Lane] in Port Arthur, Texas.
The purpose of this request is to allow the use of a Garage Apartment as a second
dwelling in the Single Family zoned district.

Recommendation:
The public hearing shall be held on Tuesday, September 15, 2015 at 6:00 p.m.

A RESOLUTION CALLING FOR A PUBLIC HEARING TO
CONSIDER GRANTING A SPECIFIC USE PERMIT FOR 0.1791
ACRE OF LAND CONSISTING OF THE W65' OF S120' OF
S240' OF LOT 2, BLOCK TR8, PROCTER EXTENSION [A.K.A.
4115 3RD STREET], PORT ARTHUR, JEFFERSON COUNTY,
TEXAS FOR THE USE OF A GARAGE APARTMENT AS A
SECOND DWELLING IN A SINGLE FAMILY ZONED DISTRICT

WHEREAS, the applicant - Norma Alvarenga, is requesting that the City of Port Arthur
consider granting a Specific Use Permit for approximately 0.1791 acre of land consisting of the
W65' of S120' of S240' of Lot 2, Block TR8, Procter Extension [A.K.A. 4115 3rd Street] in Port
Arthur, Jefferson County, Texas for the use of a Garage Apartment as a second dwelling in a
Single Family zoned district, as delineated in Exhibit"A"; and,
WHEREAS, pursuant to Chapter 211 of the Texas Local Government Code, a public
hearing must precede any zoning change; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning Commission reviewed this case on August 3, 2015.
THAT a public hearing to consider whether to grant this applicant a specific use
permit for 4115 3rd Street in Port Arthur, Jefferson County, Texas as delineated in
Exhibit "A" shall be held on September 15, 2015 at 6:00 p.m. in the City Council
Chambers, Fifth Floor, City Hall, 444 Fourth Street.
THAT notice of the public hearing shall be published at least fifteen days prior in the
official newspaper of the City before going to the City Council.

THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
