HomeMy WebLinkAbout(02) PARKS: ELECTRICAL POLES CITY OF PORT ARTHUR, TEXAS MAYOR AND CITY COUNCIL COMMUNICATIONS Date: Reference No. 12/28/01 Subject: Approval of Emergency Repairs at the 39th Street Bellaire Girls Softball Field (Cecil Reynolds Park) Page 1 of 2 On December 18, 2001, we were notified that several electrical poles were down at the Subject Park. Upon notification, the Electrical Division was notified and requested to assess the situation. Mr. Kuykendall, Electrical Superintendent, initial report was as follows: ~ Two of the seven- (7) poles providing service to the field were broken, cause unknown, but storm (small tornado) suspected. Electricity to field cut to prevent further hazardous condition. ~ The two (2) broken poles were in an advanced state of decay. ~ All seven (7) poles would have fallen due to a "domino" effect had not one pole fallen on a backstop, which prevented it from falling to the ground. ~ It appears that the seven (7) poles in question are the poles originally installed; thus, are approximately forty (40) years old. Mr. Kuykendall was requested to contact the electrical vendors currently used at the City's parks to determine a cost estimate to repair the two broken poles. Mr. Kuykendall, representatives of Stoneburner Verret and Hubbard Electric, and Mr. John Hagen, EOI-Parks, checked the fallen poles as well as the other City poles at the Park. Their review indicates that the other five (5) poles are in a similar state of advanced decay as the ones that broke; thus, posing a hazard for citizens using the field. Their recommendation is that all seven (7) poles and the two (2) electrical services be replaced immediately to eliminate this hazard and provide a safe field for citizen use. However, the implementation of the recommended program should allow us to not only address the current situation, but also allow us to minimize "surprises" such as this in the future. Current information indicates that league play on the fields is scheduled to begin on or about January 19, 2002. Obviously, this was an unexpected expense, therefoi'e, not budgeted for. However, there are sufficient funds available in the Recreation Division's budget because ora vacant unfilled position. The amount of $35,500 can be transferred from line item 11 (Regular Earnings) to line item 39 (Other Maintenance) to fund this expenditure. Funds were not budgeted in the Parks and Recreation Department's FY 2002 budget for this purpose. It may be possible to cover some oftlie cost with salary savings fi.om the Director vacancy (approximately $ 25,000) with and use some funds from the Parks Maintenance line item reluctantly, approximately $ 5,000. However, as you are aware monies in this line item are being used for the on-going fence repair program at the City's parks. Based on estimates these funds are not totally adequate to address the fencing needs of the City's parks; therefore, using this money for other purposes will hamper the fence repair program even further. We would request that monies be made available from the City Manager's eo~,th~gency fund to cover the costs remaining after use of salary savings. Additionally, we propose to implement, and budget for, a Parks pole review and replacement program as part of an ovorall Parks Capital Improvement Program; with your permission we will ask the Electrical Division to be a part ofthis program.
