HomeMy WebLinkAboutPR 11620 CHIP/MEDICAID PROGRAM MEMORANDUM CITY OF PORT ARTHUR TO: FROM: SUBJECT: Stephen FitzgJbbons, City Man~g~/z Ernestine Wade, RN, Director DATE: December 31, 2001 Proposed Resolution No. 11620 Approval to Extend Contract between the City of Port Arthur and the Health and Human Services Commission (HHSC) COMMENTS FOR ADMINISTRATION USE ONLY * REQUESTED BY: Ernestine Wade, RN, Director * PURPOSE EXPRESSED BY REQUESTOR: * Approval to extend contract bet~veen the City of * Port Arthur and HHSC to provide outreach services for * the Children's Health Insurance Program (CHIP) and * Medicaid Program * LOCATION: N/A RECOMMENDATION: It is recommended that the City Council approve Proposed Resolution No. 11620 extending a contract between the City of Port Arthur and the Health and Human Services Commission for the purpose of assisting with community-based outreach and inreach activities in connection with the Children's Health Insurance Program (CHIP) and Medicaid Program. This contract term will be extended until August 31, 2003. BACKGROUND: TexCare Partnership is the State's health insurance campaign developed for children. The campaign covers children from birth through age 18. Community based outreach and inreach serviceg are necessary to enhance public awareness about the TexCare Partnership and the availability of CHIP and Medicaid benefits for income-eligible populations. To meet this objective, the Health and Human Services Commission has awarded the City of Port Arthur with a grant to provide outreach services for CHIP and Medicaid. Outreach services will include mass mailings, media, health fairs, community events and other activities to educate families about the availability of CHIP and Medicaid benefits for Iow-income eligible populations and identify uninsured children. Inreach services will involve identifying families with uninsured children and linking or referring them to CHIP.and Medicaid. Activities will also include assisting families to apply for and renew health care coverage for their children. BUDGETARY EFFECT: The original grant award was for $15,351. The extended contract is for $38,378 or a 60% increase in grant funds over a 19 month period. Payment will be made in 19 equal installments. The funds will be used to operate the program. SUMMARY: It is recommended that City Council approve P.R. No. 11620, to extend the contract between the City of Pod Arthur and the Health and Human Services Commission to provide for community- based outreach and inreach services to families who may be eligible for CHIP and Medicaid services. A RESOLUTION AUTHORIZING THE EXECUTION OF AMENDMENT TWO TO THE CONTRACT BETVVEEN THE CITY OF PORT ARTHUR AND THE HEALTH AND HUMAN SERVICES COMMISSION FOR OUTREACH AND INREACH SERVICES FOR THE CHILDREN'S HEALTH INSURANCE PROGRAM (CHIP) AND MEDICAID PROGRAM WHEREAS, the Texas Health and Human Services Commission has entered into contract with the City of Port Arthur to provide outreach services for the CHIP (Children's Health Insurance Program), Resolution No. 00-40, dated February 22, 2000; and WHEREAS, said contract will expire January 31, 2002; and, WHEREAS, the Texas Health and Human Services Commission wishes to extend the contract by awarding the City of Port Arthur Health Department with a grant of $38,378 to provide outreach and inreach services for the CHIP and Medicaid program for an additional 19 months or until August 31, 2003; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PORT ARTHUR: THAT the City Manager and Director of Health are hereby authorized to execute said Amendment Two to the Contract, a copy of which being attached hereto as Exhibit, '%"; and, THAT said Contract is an exact duplicate of a City Standard Form Contract except for the changes described in the Certificate of Standard Form Contract, a copy of which is attached hereto as Exhibit "B" and is hereby incorpo~ated~ by reference, and said changes are hereby approved; P.R.
