PUBLIC WORKS DEPARTMENT
MEMORANDUM:
TO: Steve Fitzgibbons, City Manager
FROM: Leslie E. McMahen, P.E., Director of Public Works
DATE: December 14, 2001
SUB.IECT: Thomas Boulevard Repairs
In response to Council Member Chaisson's request regarding the status of repairs to
Thomas Boulevard, the following is offered:
In March and April, 1998 Street crews performed level-ups on extensive sections of
Thomas, using Type "D" cold mix asphalt;
In December, 1999 Street crews performed level-ups on the sections between 3rd
Avenue and 5th Avenue, using Type "D" cold mix asphalt;
In .lanuary and February, 2000 Street crews performed level-ups on additional
sections of Thomas, using Type "D" cold mix asphalt.
We have recently surveyed Thomas Boulevard from Houston Avenue to 9th Avenue
and found seventeen (17) areas in which the cold mix asphalt has either become
bumpy, or has broken off on the edges, or spalled. Each condition produces a bad
ride over the areas in question.
We plan to go to each area, saw cut be~;ond the patched areas, remove all asphalt
surface material down to the concrete pavement, and overlay the areas with hot mix
asphalt, using our HMAC contractor. This work can be done as long as the air and
pavement temperature will allow us to do it, and we will make every effort to do it
as soon as possible.
