RECOMMENDATION:
We recommended that the City Council approve the payment of $5,415.54 to Energy Country Ford of
Port Arthur, Texas for accident body damage repairs to Police Patrol Car #1381, a 2000 Ford Crown
Victoria four-door sedan used by the Police Department in Field Operations. This equipment cost
$23,682.68 when purchased new from HGAC-Philpott Ford and was delivered on March 13, 2000. A
replacement vehicle similarly equipped would cost approximately $25,000.00 fully equipped. This
equipment has operated 41,633 miles and has incurred $2,665.96 in life-to-date maintenance expenses.
The repair costs will be expensed to the Fiscal Year 2002 Police Department Equipment Maintenance
Account Number: 001-1101-521.43-00.
BACKGROUND:
This vehicle was involved in an accident on October 19, 2001 at 12:47 AM. A copy of the Texas Peace
Officers Accident Report is attached. The repairs are the responsibility of the City of Port Arthur.
Quotations to repair recognized body damages were received from:
Energy Country Ford of Port Arthur, Texas ......................................... $5,441.32
Allen Samuels Chrysler of Port Arthur, Texas .................................... $5,491.57
Philpott Ford of Nederland, Texas ........................................................ $5,715.88
Guidry's Body Shop of Port Arthur, Texas .......................................... $6,288.65
A memorandum dated October 20, 1999 (copy attached) was sent to the City Manager regarding the
need for emergency accident repairs.
BUDGETARY/FISCAL EFFECT:
This item was approved by City Council in the 2002 Fiscal Year Budget for various departments and
divisions as object code 4300 vehicle maintenance. The actual accident repair costs were $25.78 less
than the original repair estimate.
STAFFING/EMPLOYEE EFFECT:
No anticipated effect on staffing is expected with this action.
SUMMARY:
We recommended that the City Council approve the payment of $5,415.54 to Energy Country Ford of
Port Arthur, Texas for accident body damage repairs to Police Patrol Car #1381. The repair costs will

Emergency Repairs to Police Patrol Car #1381
We request authority to start emergency damage repairs to equipment #1381, a 2000 Ford
Crown Victoria four-door sedan us,ed by the PoLice Department in FieI~t, Operations. This
equipment cost $23,682.68 when purchased new from HGAC-Philpott'F6rd and was delivered
on March 13, 2000. A replacement vehicle similarly equipped would cost approximately

Other repair parts and labor associated with the damage repairs may be necessary to replace
components that were not readily apparent during the initiaI inspection.
Equipment Services staff has reviewed this damage estimates and concurred that the estimate
by Energy Country Ford of Port Arthur, Texas should be selected as the most cost-effective for
the City.
Your concurrence with the above course of action is respectfully requested. Upon completion of
repairs, a Council Communication will be prepared to document the repairs and to authorize
approval for payment of expenses for these emergency repairs.
