RECOMMENDATION
It is recommended that the City Council approve Proposed Resolution No. 11633 which
would authorize a $9,000 contract increase to the $50,000 Architectural Services Contract
for the Coastal Banc/Health Department Renovation between the City of Port Arthur and
The LaBiche Architectural Group, Inc., for work associated with the replacement of the two
(2) rooftop chiller units at the Health Department (Coastal Banc). Funds are available in
Account No. 301-1601-591.82-00, ClP '170.
BACKGROUND
On April 3, 2001, the City Council authorized the execution of a contract in the amount not
to exceed $50,000 between the City of Port Arthur and The LaBiche Architectural Group,
Inc. for the architectural services for the renovation of the Coastal Banc Building.
The original contract did not include services to design the change out of the chillers since
in the initial survey it was determined that both appeared to be running well. It was
apparent after detailed operational checks that due to age and outward damage to the
cooling fins, the chiller units should be replaced. Since the rehab cost for the building is
lower than the original estimates, we decided it would be prudent to replace the cooling
units. The $9,000 cost is for mechanical engineering services to design the units and all
associated piping and controls.
BUDGET/FISCAL EFFECT
Funds are available in Account No. 301-1601-591.82-00, CIP 170.
STAFFING/EMPLOYEE EFFECT
None.
SUMMARY

RESOLUTION NO.
A RESOLUTION WHICH WOULD AUTHORIZE THE
PAYMENT OF $9,000 FOR ADDITIONAL SERVICES
AS IT RELATES TO THE ARCHITECTURAL
SERVICES CONTRACT FOR THE COASTAL
BANC/HEALTH DEPARTMENT RENOVATION
BETWEEN THE CITY OF PORT ARTHUR AND THE
LABICHE ARCHITECTURAL GROUP, INC. FOR
WORK ASSOCIATED WITH 'THE REPLACEMENT OF
THE TWO {2~ ROOFTOP CHILLER UNITS AT THE
HEALTH DEPARTMENT {COASTAL BANC]. FUNDS
ARE AVAILABLE IN ACCOUNT NO. 301-1601-
591.82-00, CIP 170.
WHEREAS, the original contract between the City of Port Arthur and The
LaBiche Architectural Group, Inc. for professional/technical architectural
services related to the renovation of the Coastal Banc buildin/l for the Health
Department facility was authorized by City Council on April 3, 2001 by
Resolution No. 01-84; and,
WHEREAS, the Director of Public Works has indicated that basic
services for the orit/inal contract for $50,000 did not include services in re/lard
to the replacement of the buildin/l's coolin/l units since it was determined in the
initial survey that the units did not appear to need replacing; and,
WHEREAS, due to age and outward damage to the cooling fins, the
chiller units need to be replaced; and,
WHEREAS, The LaBiche Architectural Group, Inc. has already designed
these new cooling units and these designs have already been bid and awarded
to a contractor; and,

WHEREAS, The LaBiche Architectural Group, Inc. has asked for $9,000
in compensation for the additional services as it relates to the design of the new
cooling units and ancillary equipment; and,
WHEREAS, the Director of Public Works has recommended payment
thereof and believes that $9,000 is fair and due compensation under the terms
of the contract; and,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the Director of Public Works is herein authorized to pay The
LaBiche Architectural Group $9,000 for additional services for the
unanticipated design of the new chillers and roof mounts, replacement
piping/and other ancillary equipment; and,
THAT funding for the architectural services contract is provided for in
the FY2002 Budget Account No. 301-1601-591.82-00, CIP 170; and,
THAT a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
