A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CHANGE ORDER WITH HGAC AND MOTOROLA INC., AS IT PERTAINS TO THE CENTRACOM GOLD ELITE SYSTEM IN THE AMOUNT OF $4,436.75. ACCOUNT NO. LLEBG 01-112-1101-521.92-00. WHEREAS, on August 7, 2001, the City Council adopted Resolution No. 01- 238; and WHEREAS, this Resolution authorized the City Manager to execute a new agreement with Motorola and HGAC for a five position console upgrade, five (5) position Watson furniture, system integration, as well as five (5) new monitors and CPU's for $162,149.00 with an H-GAC fee of $4,043.00; and WHEREAS, the alias identifying did not work on the system as advertised in the Motorola brochures; and WHEREAS, Motorola has suggested a solution as described in Exhibit "A" which will cost the City approximately $4,436.75 and Motorola paying the remainder of the costs. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble arc true and correct. z.prl1652 Section 2. The City Manager is herein authorized to execute a change order in \ substantially thc same form as attached hereto as Exhibit "B". The change order will reflect that the City will not pay thc $4,436.75 until the equipment and software is installed and thc alias identifying is working in the Port Arthur dispatch system as delineated in the Motorola brochures. Section 3. That a copy of thc caption of this Resolution be spread upon thc Minutes of the City Council. After completing the acceptance test plan, only three items failed to meet the expectations of thc Cit'3'. Two of those items will be addressed with a firmware upgrade that will be completed within the next few weeks once we get the new softwvze upgT, de from the plant, The last is the ability ofaliaslng (user iD's) on the screen coexisting with the Elite software in an independent window. As w~ have discosscd in the prior meetings, the City has a RF controlled console on the Huntsman system which reduces th,~ feature set h~ relation to a wireline console. Recent developments xmw allow us to h~tc~rate an independent soltv, are package called Sitele~. onto thc same screen v,4th the Elite (cm~sole) soRware. The Skelens product will replace your currelqt S1P product which disl>lays the Emerl~ency ID's along with the Push to "l'alk ID's needed for dispatching reference. 'Ibc mason b~ind this integration is that Sitclens is ncr,vork capable ~nd is based on a Windows design versus a DOS design like the SIP software was when it was purchased several years ago. Due t~ thc windows design, tho Sitelcns must run on a separate server than the Elite console even though it will [~c routt:d lb..rough the existing server to re,.ch the same screen. Therefore, wc are asking the City to issue a change order for the server in order to achlcwe the long term solution. I have attached a spreadsheet exhibltlng the cost of tho Sitelens upgrade, the server, and the firmware upgrades. As you will see, the total upgrade and Sitclens package (inst~tlled) will cost $31,000.00. I have included a section below the H-GAC price referencing the amount we arc requesting the City to pay. Motorola will pay for the firmware upgrades, the refresh upgrades, the Sitelens packagu, trod the imtai[ation including Oar stand~d warranty. Wa arc asking the City to pay for 50% of the sen'er along with the interface box which comes to a little over $4,400.00 dolla:s. Upon a~rccment from the City, we will put together the necessary change order paperwork that must go to H-GAC so we have a proper audit trail of the transaction.
