RECOMMENDATION
We recommend the City Council award the second year of the contract awarded on March 20,2001,
for Liquid Sodium Bisulfite to MID-CO Water Treatment Inc., of Bay City, Texas, at a unit price of
$0.81/gal (in 1500 gallon bulk loads) and $0.71/gal (in 3000 gallon bulk loads) for the Utility
Operations Department, Wastewater Treatment Division, account 410-1256-532.29-00. We estimate
that we will spend approximately $23,115.
BACKGROUND
The City of Port Arthur awarded a contract for Liquid Sodium Bisulfite on March 20, 2001, and this
contract provided for annual renewal at the City's option for up to two (2) years. The City desires to
renew the contract for an additional year.
This chemical is used to remove the chlorine from the plant effluent at the Main, Port Acres, and
Sabine Pass Wastewater Treatment Plants, per our permit requirements. Estimated annual usage is
(5) 1500 gallon bulk loads, and (8) 3000 gallon bulk loads.
BUDGET/FISCAL EFFECT
This chemical is budgeted in the current operating budget at $25,000 per year. MID-CO Water
Treatment Inc. is the current supplier of this chemical and this contract will renew under their
current contract price. Sufficient funds are available in Account No. 410-1256-532.29-00.

STAFFING/EMPLOYEE EFFECT
Properly trained and certified City WVVTP personnel will control and monitor the application of this
chemical, in order to comply with regulatory permits.
SUMMARY
MID-CO Water Treatment Inc. is the current supplier for Liquid Sodium Bisulfite under contract,
and is therefore recommended for the second year renewal in the amount of $23,115.
