RECOMMENDAT ION: I recommend that the City Council of the City of Port Arthur award a bid in the amount of $5,498 to Craig Heating and A/C Company of Nederland, Texas for two (2) new air conditioning units with electric heat, and electrical service upgrade for the former B&B Electronics building located at 649 Stadium Road. Funds are available in FY 2002 Budget Account, 301- 1601-591.82-00, CIP 005. BACKGROUND: After the purchase of the former B&B building by the City for use as the Lakeview Community Center, we have renewed the interior electrical wiring to bring the building up to code. A survey was made of the mechanical equipment and it was determined that the air conditioning units and heating equipment should be replaced. A number of options were developed for electric air conditioning with either gas or electric heat. A request for sealed informal bids was made at the pre-bid conference which was held on the site on February 4, 2002. Three (3) sealed bids were received in Purchasing on February 15, 2002 and were opened thereafter. The Public Works staff and the Purchasing Manager have examined the bids and have determined that the bid from Craig Heating and A/C Company for the 12 SEER air conditioning unit with electric heat and electrical service upgrade is the best value for the City and recommend that the award of the bid be made to Craig. We elected to not recommend gas heat due to gas lines being in open public spaces, and the fact that our crews can maintain the all- electric systems. ~ Southeast Service Company, the Port Arthur vendor, was not within 3% of Craig for the option awarded. This work will make the building ready for occupancy and interior/exterior rehabilitation by the Lakeview volunteers. BUDGETARYffISCALEFFECT: Funds are budgeted in the amount of $30,000 in the FY 2002 Budget Account No. 301-1601- 591.82-00, CIP 005, and there is an unencumbered balance of $25,493. The bid is considered to be a bid within an expected range for work of this type. The electrical service upgrade will allow other interior electrical improvements at a future date. STAFF/EMPLOYEE EFFECT: None, since the work would be done by the contractor to whom the bid is awarded. .SUMMARY: I recommend awarding the bid, in the amount of $5,498, to Craig Heating and MC Company of Nederland, Texas for two (2) new air conditioning units with electric heat, and electrical service upgrade for the former B&B Electronics building located at 649 Stadium Road. Funding is available in Account No. 301-1601-591.82-00, CIP 005. Completion of this work will allow the Lakeview volunteers to begin the interior and exterior rehabilitation at the building.
