HomeMy WebLinkAbout(H) FIRE: A/C & HEAT 4TH & WACO CITY OF PORT ARTHUR, TEXAS MAYOR AND CITY COUNCIL COMMUNICATION DATE: REFERENCE SUBJECT: Replacement of Old A/C Package Unit and PAGE 02/25/2002 NUMBER Heaters at Central Fire Station. i OF 2 RECOMMENDAT ION: [ recommend that the City Council of the City of Port Arthur award a bid in the amount of $11,456 to Bell Air Service of Orange, Texas for three (3) new air conditioning units and two (2) gas heaters, with one (1) blower unit for the Central Fire Station located at 4th Street and Waco Avenue. Funds are available in FY 2002 Budget Account 001-1121-522.32-00. BACKGROUND: Replacement of the eastern most package air conditioning unit and heater at Central Fire Station is necessary due to extensive problems with the system. The system selected to be bid was three (3) 5-ton, 12 SEER condensers and two (2) gas heaters, with one (1) blower unit. The request for bids was advertised on February 3, 2002 and February 10, 2002. Seven (7) bid packets were mailed out or picked up. Six (6) bids were received on February 20, 2002 and were opened thereafter. The bids were as follows: BIDDER CITY BID ON SPECIFIED ITEMS Bell Air Service' Orange, Texas $11,456 Associated Mechanical Service Port Arthur Texas $19,507 Craig Heating and A/C Nederland, Texas $21,662 Southeast Service Company Port Arthur, Texas $22,989 D & J A~C Beaumont, Texas $25,954 Toromont Process System Beaumont, Texas $26,000 The Public Works staff and the Purchasing Manager have examined the bids and have determined that the bid from Bell Air Service for the three (3) 5-ton, 12 SEER air conditioning units and two (2) gas heaters with one (1) blower unit is the best value for the City and recommend that the award of the bid be made to Bell Air Service on that basis. Bell confirmed that they stand by their bid. No Port Arthur vendor was within 3% of Bell Air Service for the work. BUDGET/FISCAL EFFECT: Funds are budgeted in the amount of $44,000 in the FY 2002 Budget Account No 001-1121- 522.32-00 and there is an unencumbered balance of approximately $35,000. McMahen, P.E., Director of Public Works DATE: February 27, 2002 SUB3ECT: Central Fire Station A/C Bid AEer reviewing the bids received for replacement of the air conditioning and heating systems at the Central Fire Station building, it was apparent that the Iow bidder, Bell Air Service, was significantly lower (41%) than the next Iow bidder. As we always do when there seems to be no logical explanation for a Iow bid that is not in line with the other bids received, ! contacted Bell Air Service to see if there might be a problem with their bid amount, and if not would they stand behind the bid. The owner was not in on the day ! called but ! left a message with the office person I spoke to. Two days later the owner of Bell Air Service, Louis Williford, called me to say he had been made aware of the inquiry and wanted to let me know that he stood behind his bid and did not wish to ret~ct it. It should be noted that Bell Air Service was also the Iow bidder at $13,908 on the Rose Hill air conditioning work in late 2000, and was 21% lower than the next Iow bidder. The work was performed to our specifications. 1
