HomeMy WebLinkAbout(I) PUBLIC WORKS: DUMP TRUCK CITY OF PORT ARTHUR, TEXAS MAYOR and CITY COUNCIL COMMUNICATION DATE IREFERENCE ] SUBJECT Bid Award- IPAGE February 27, 2002 NUMBER 625-1801- One (1) 12/14 Cubic Yard I of 2 531.93-03 Dump Truck RECOMMENDATION: I recommend that the City Council of the City of Port Arthur award the bid in the amount of $78,397.53 to Bayou City Ford/Sterling for one (1) 12/14 cubic yard dump truck for the Public Works Department - Street Division. Funds for the purchase of this piece of equipment were budgeted in the FY 2002 Equipment Replacement Fund 625, Account No. 625-1801-531.93-03. BACKGROUND: Bids for the 12/14 cubic yard dump truck were advertised on December 23, 2001 and December 30, 2001. 13 bid packets were mailed out, but no bids were received on January 9, 2002. Quotations for the specified truck were requested from the Houston-Galveston Area Council, to which the3 first responded on January 15, 2002. This quote, however, was not totally in line with our specifications though the price of $73,924 was acceptable· At, er a number of discussions among the Public Works ani Equipment Services staff, HGAC was requested on February 14, 2002 to provide a quotation based completely on our specifications. They did so on February 154 but the price for the unit increased to $83,952 due to the larger transmission specified by the City. Further discussions by the staff, and consultations with representatives of Allison Transmission and Bayou City Ford, Bayou City Ford was requested to submit a final quotation for the dump truck with the transmission recommended by Allison. They did so on February 27, 2002, at a cost of $78,397.53 which is in line with the expected amount for the truck. This cost includes a 5 year/100,000 mile extended warranty on the complete vehicle. Therefore, the quotation of $78,397.53 from Bayou City Ford/Sterling, inclusive of all required specifications and HGAC fee, is considered to be the best value to the City. BUDGETARY/FISCAL EFFECT: Based on previous years' attempt to secure a 12/14 cubic yard dump truck when bid prices were anywhere from $83,000 to $96,000, we budgeted $100,000 in the FY2002 budget for the unit. The HGAC quotation of $78,397.53 is much more in line with what would be expected for the unit. Funding is available in the FY2002 Equipment Replacement Fund 625, Account No. 625-1801-531.93-03.
